Classified rates for sanitary sewerage service furnished by the Borough of Riverton be and the same are hereby established as hereinafter set forth.

As used in this article, the following terms shall have the meanings indicated:
NONRESIDENTIAL UNIT
All other units in the Borough of Riverton, including but not limited to commercial, industrial and professional uses, not-for-profit organizations, multiple-dwelling structures of four or more units that are receiving sewer treatment service from the Borough of Riverton.
RESIDENTIAL DWELLING UNIT
Each and every single-family dwelling unit or multiple-dwelling unit consisting of three dwelling units or less receiving sewerage treatment service from the Borough of Riverton.

The annual charge for units in the Borough of Riverton receiving sewer treatment service shall be as follows:
A. 
Residential units. The annual charge for residential units receiving sewer treatment service from the Borough of Riverton shall be $400 per unit.
B. 
Nonresidential units. The annual charge for nonresidential units receiving sewer treatment service from the Borough of Riverton shall be a base charge of $400 per unit for the first 48,000 gallons of water consumed by that unit in the prior calendar year. There shall be an additional fee of $3.25 per 1,000 gallons of water or portion thereof consumed in excess of the base 48,000 gallons per unit in the prior calendar year.

A. 
Before any connection shall be made to the sewer system by any owner of property along the line thereof, said owner shall make application, in writing, on the proper forms furnished to the Borough and pay a connection charge as follows for each unit or other structure:
(1) 
Residential fee: $1,500.
(2) 
Commercial fee: $4,000.
B. 
The applicants for connection shall pay a filing fee of $25 for the processing of such application and an inspection fee of $30 per unit for the inspection of any connections and reconnections.
C. 
Any residential affordable housing unit located within the Borough that may be/is identified in the Borough housing element of the Borough's Master Plan shall be entitled to a 50% reduction of the connection fee due and payable at the time the unit is to connect.

Supplemental bills for sanitary sewer service for 2005.

(1) 
On or before October 1, 2005, a supplemental charge of $100 for residential and nonresidential units shall be due and payable.
(2) 
Thereafter, beginning in calendar year 2006, bills for sanitary sewer service, whether residential units or nonresidential units, shall be rendered on a biannual basis as follows:
(a) 
Residential units.

On or before April 1, 2006, the sum of $175.
[2] 
On or before October 1, 2006, the sum of $175.
(b) 
Nonresidential units.
[1] 
On or before April 1, 2006, the sum of $175, plus the additional excess consumption fee.
[2] 
On or before October 1, 2006, the sum of $175.
B. 
All bills for sanitary sewerage service shall be issued in the name of and rendered to the owners of the respective premises, and the respective owners of the respective premises shall be liable therefor.
C. 
In the event that such bills for sanitary sewerage are not paid annually when due, they shall bear interest at the highest allowable rate applicable to late payments of real estate taxes.

D. 
All unpaid charges for sanitary sewerage service, together with the accrued interest thereon, shall be a lien upon the premises to which the sewerage service was provided.
E. 
No deductions or credit shall be allowed on any bill for sanitary sewerage service by reason of the fact that the property shall be unoccupied.
F. 
Property owners requesting a reduction to their sewer billing must file an application with the Borough Clerk and any reductions which may be granted shall be for future billing cycles after authorization by the Borough Council. The form of the application and the related documentation shall be maintained by the Borough Clerk.
