No person, persons or corporation shall in any way obstruct,
hinder or delay the free use and passage in any of the streets of
the said Borough by the standing of passenger trains, freight trains,
trolley cars or by any other means whatsoever in the receiving or
discharging of passengers, express matter, freight or for any other
purpose for the period of time exceeding three minutes at any one
time.
No person, persons or corporation shall use or in any way obstruct
the sidewalks in said Borough by having thereon, either standing or
in use, any pushcart, organ grinder, street organ, street piano or
any other heavy cart, wagon or instrument of any kind at any time
or for any purpose.

Any use or obstruction of the streets or sidewalks of the Borough
contrary to the provisions of this article shall be and they are hereby
declared to be a nuisance, and any person, persons or corporation
violating the provisions of this article shall be subject to a fine
not to exceed the sum of $100 for each and every violation hereof.
