All plats shall be based on Tax Map information or some other similarly
accurate base at a scale of not less than 50 feet to the inch and shall show
or include the following information. When the sketch plat differs from the
Tax Map, the Planning Board may require substantiating evidence in the form
of deeds, etc., to verify any changes.
A. Location. The location of that portion which is to be
subdivided in relation to the entire tract.
B. Structures; wooded areas. All existing structures and
wooded areas within the portion to be subdivided and within 200 feet thereof.
C. Owners. The name of the owner, all adjoining property
owners and those across existing or proposed streets as disclosed by the most
recent records of the Bergen County Tax Office or the Rutherford Board of
Assessors.
D. Identity. The Tax Map sheet, date of revision, block
and lot numbers.
E. Streets, etc. All existing or proposed streets, roads,
easements, public rights-of-way, streams, drainage ditches and natural watercourses
in and within 500 feet of the subdivision, or, in the case of a minor subdivision,
200 feet.
F. Lots. The original and proposed lot layout, lot dimensions
and total area of each lot.
G. Utility and drainage information. In cases where there
is a question on the adequacy of drainage, sewage and utility facilities,
the Board may require maps showing utility connections and topography as well
as percolation tests conducted at the expense of the applicant.
H. Minor subdivision requiring county approval. Three maps
showing topography, existing bridges and culverts within 500 feet of the subject
property, and storm and sanitary sewer profiles shall also be submitted.
I. Other information. Name and address of prospective purchaser
and person preparing maps as well as old name if submitted previously under
different title.
The preliminary plat shall be clearly and legibly drawn or reproduced at a scale of not less than one inch equals 50 feet. Preliminary plats shall be drawn by a licensed New Jersey land surveyor. The plat shall be designed in compliance with the provisions of §
50-8 and shall show or be accompanied by the following information. Separate maps shall be submitted for site plans and topography, a utility map and profile of roads and utilities.
A. Key map. An adequate key map showing the entire subdivision
and its relation to existing areas.
B. Lots. Lot layout, lot dimensions and lot areas in square
feet.
C. Other contents. The tract name, Tax Map sheet and date
of revision, block and lot number, date, reference, meridian, graphic scale
and the following names and addresses.
(1) Each record owner or owners of property to be subdivided.
(3) The person who prepared the map.
(4) The holders of encumbrances or liens.
D. Acreage. Acreage of tract to be subdivided to the nearest
tenth of an acre.
E. Elevation; contours. Sufficient elevations and contours
at five-foot vertical intervals for slopes averaging 10% or greater and at
two-foot vertical intervals for land of lesser slope to determine the general
slope and natural drainage of the land and the high and low points. Data of
all elevations shall be that of the Geodetic Control Survey of the State of
New Jersey.
F. Existing and proposed locations. The location of existing
and proposed property lines, streets, buildings, watercourses, railroads,
bridges, culverts, drainpipes and any natural features, such as wooded areas,
large trees and rock formations.
G. Streets. Plans and profiles of all proposed streets within
the subdivision and profiles of existing or future continuing streets, a minimum
distance of 200 feet beyond the subdivision boundaries. The central angles
of all arcs and curves along all street lines shall be shown.
H. Utilities. Plans for proposed utility layouts, water,
gas, storm and sanitary sewers and electricity, showing connections to existing
or proposed utility systems.
I. Sewers, drains, ditches, etc. Plans and profiles of all
proposed and existing sanitary sewers, storm drains, drainage ditches and
streams within the subdivision, together with the locations, sizes, elevations,
grades and capacities of any existing sanitary sewer, storm drain, drainage
ditch or stream to which the proposed facility shall be connected. When storm
drains, drainage ditches or brook-channel improvements are proposed or required,
the plans for such improvement shall be approved by the State Department of
Environmental Protection, if so required by the Planning Board.
J. Further information. When the development of the subdivision
or improvements within the subdivision are contingent upon information outside
the boundaries of the subdivision, such information shall be supplied by the
subdivider prior to Board consideration for subdivision approval.
K. Setback line. Minimum building setback line on all lots
and other sites.
L. Deed restrictions. A copy, in triplicate, of any protective
covenants or deed restrictions applying to the land being subdivided shall
be submitted with the preliminary plat.
M. Stormwaters. Topographical information and storm drainage
studies on any storm- or surface water disposal problems in accordance with
rules and regulations of the Board. If, in the opinion of the Board, the subdivision
may create or contribute to a drainage problem, the Board may require additional
guaranties from the applicant in addition to those normally required.
N. Open spaces. Open spaces to be dedicated for public parks
or playgrounds or other public use and the locations and use of all property
reserved by covenant in the deed for the common use of all property owners.
The final plat and all plans and profiles of improvements shall be filed
with the Secretary at least two weeks prior to the meeting of the Board when
the plat is to be considered. The plat shall be drawn by a licensed New Jersey
land surveyor on tracing cloth 24 inches by 36 inches at a scale of not less
than one inch equals 50 feet in compliance with all the provisions in N.J.S.A.
46:23-9.9 et seq., as the same may be amended. An additional copy of linen
tracing cloth shall be filed with the Engineer after all signatures have been
affixed for Tax Map purposes. The final plat shall show or be accompanied
by the following:
A. Identity. Date, name and location of the subdivision,
name of owner, graphic scale and reference meridian.
B. Other contents. Tract boundary lines; right-of-way lines
of streets; street names; easements and other rights-of-way; land to be reserved
or dedicated to public use; all lot lines and other site lines, with accurate
dimensions, bearings or deflection angles and radii, arcs and central angles
of all curves; and the square foot area of all lots within subdivision.
C. Public use. The purpose of any easement or land reserved
or dedicated to public use shall be designated, and the proposed use of site
other than residential shall be noted.
D. Block and lots. All block and lot numbers shall be approved
by the Engineer and shall be related to existing block and lot numbers as
shown on the Official Tax Map of the borough.
E. Setback lines. Minimum building setback lines on all
lots and other sites.
F. Monuments. Location and description of all monuments.
G. Owners. Names of owners of adjoining properties and those
across any existing or proposed street.
H. Accuracy. Certification by the surveyor or Engineer as
to accuracy of details of plat.
I. Consent of owner. Certification that the applicant is
agent or owner of the land or that the owner has given consent under an option
agreement.
J. Approval. When approval of a plat is required by any
officer or body, whether municipal, county or state, approval shall be certified
on the plat.
K. Profiles. Cross sections and profiles of streets, curbs
or gutters, catch basins and storm sewers, showing grades and approved by
the Engineer.
L. Contours. Contours at five-foot intervals for slopes
averaging 10% or greater, and at two-foot intervals for land of lesser slope.
M. Sewers; mains. Plans and profiles of storm and sanitary
sewers and water mains approved by the Engineer.
N. Streams. Plans, profiles and cross sections of all streams,
ditches and watercourses.
O. Taxes. Certificate from Borough Tax Collector that all
taxes to date and assessments are paid in full.
