Each department of the municipal government
shall be responsible for the safekeeping and careful usage of the
materials, supplies and equipment provided for its use.
The officer or employee in charge of a department
of the municipal government shall promptly report to the governing
body the loss or damage of any materials, supplies or equipment provided
for the use of said department.

The officer or employee in charge of a department
or a municipal building shall keep a complete and detailed card record
inventory file of all automotive equipment, office machines, furniture,
fixtures and all other equipment which the cost of acquisition exceeds
$5. The card record shall be available for examination by any member
of the Mayor and Council or Commissions.
Each officer or employee in charge shall report
to the Mayor and Council, at the second meeting in June, any additions
or deletions for the year previous. The report shall indicate building
location, quantity, description of the item and the cost.

All reports shall be turned over to the Purchasing
Agent, who will enter the additions and deletions on the master copy
of the property record and inventory control report. The master copy
shall then be sent to the Appraiser by the Purchasing Agent for a
current appraisal figure.
The governing body may, from time to time, provide
by resolution for the disposal of any surplus items of materials,
supplies or equipment in the manner required by law.

A. The Borough of Rutherford takes great pride in the men and women
who have served our country in its times of need. The Military Banner
Program is intended to assist the Borough in honoring friends and
family of current or former residents of the Borough who have served
our great country and to salute our brave men and women who are currently
serving, or who have served in the military, by creating and displaying
military banners to be exhibited on the poles throughout the Borough
between Memorial Day and Veteran's Day. All banners shall be purchased
through the Borough for a fee of $150, which fee shall include the
purchase price and costs of maintenance and administration of the
program for a period of three years, and placed on poles designated
by the Borough for same.
B. Applications.
(1) Applications can be obtained at the Department of Public Works, and
shall include the following information:
(a)
Whether the sponsor and/or honoree are current or former residents
of the Borough.
(b)
The name of the service person sponsored by a current or former
resident of the Borough as it should appear on the banner, including
the first and last name, years in service if known, branch of service,
and medals received (if any).
(c)
The name, address, phone number, email, and relationship of
the sponsor to the service person.
(d)
A photo of the honoree (high resolution and in uniform is preferred).
The Borough is not responsible to return the original photograph.
C. Renewals.
(1) After the initial three years referenced in Subsection
A have expired, sponsors will be contacted via email and regular postal mail and advised they have two options:
(a) Renew annually for a fee of $25. If the sponsor chooses the annual
renewal option, it should be noted that after the initial third year,
the Borough is not responsible for damage or tearing of the banner.
If the banner does need to be replaced, the sponsor shall submit another
fee of $150 to create a new banner for another three-year term.
(b) Discontinue from the program. If the sponsor elects to discontinue
from the program, the sponsor will receive notice from the Borough
to pick up the banner. The sponsor must pick up the banner from the
Borough within 30 days of the notice. If the banner is not picked
up within 30 days of said notice the Borough will remove the banner
to storage and the Borough shall no longer be responsible to return
the banner to the sponsor.
(2) The
location of the banner is not guaranteed and shall be located at the
discretion of the Borough.
This article shall take effect immediately upon
publication according to law.
