The Borough Council must, by ordinance, formally
approve the creation of any new position and authorize the filling
of it prior to the initiation of action to do so. In addition, there
must be provided in the proper current budget account specific and
adequate funds to compensate the appointee.
The Borough Council must formally approve the
filling of any vacancy which has existed for over six months in any
previously authorized or established full time position before any
action is initiated to fill the same. In addition, there must be provided

compensate the employee.
A.Â
Whenever a vacancy exists or a new position is created,
all borough employees who believe they possess the necessary qualifications
may apply for the position if they so desire. Such applications must
be by civil service forms and filed with the Civil Service Commission
at Trenton.

Vacancies in positions will be advertised in the local
press, with an application deadline date specified, in order that
any interested resident of Rutherford may file an application for
the position.
C.Â
Vacancies in positions will be filled by the Mayor
and Council by selection from the list of eligibles certified by the
Civil Service Commission.
D.Â
Appointees will be notified by the Borough Clerk,
and they will report to the Clerk's office for completion of the necessary
formalities such as oath of office, civil service papers, withholding
tax certificate and any other document required.
