Accurate and complete time and attendance records shall be maintained by each department of the Borough of Rutherford. The person in charge of the department, office or activity shall certify as to the accuracy of the time report or record. The person in charge of each department shall submit, in writing, to the Borough Clerk, not later than the 10th of each month, a statement showing any time not worked in the previous month by an employee because of sickness.
All borough employees shall be at their assigned posts or point of duty at the established starting time each working day unless on vacation, absent or on leave of absence.
Being on time is of the utmost importance, consequently any lateness and the reason for it shall be noted on the time report and may be the basis for disciplinary action against the offending employee.
It is the responsibility of each employee to notify his superior without delay if he will be absent from, or delayed in reaching, his assigned post. Failure to report is a serious offense which cannot be tolerated, as it is the responsibility of each department head to know, at all times, the whereabouts of every member of his group.

The regular working hours for each department are hereby established as follows:
A. 
Board of Assessors, Building Department, Clerk's Office, Purchasing Department and Tax Office, 37 1/2 hours per week.
B. 
Police Department, 40 hours per week.
C. 
Shade Tree Department, 40 hours per week.
D. 
Animal Warden. The Animal Warden shall perform his duties under the supervision of the Chief of Police and he shall be subject to the schedule of working hours, vacation and sick leave applying to the Department of Public Works.
E. 
Relief Office, 18 hours, for such periods as may be designated by resolution of the Mayor and Council.

F. 
Public Works employees assigned as street employees, Police and Fire Signal Maintenance System employees and automotive repair employees, 40 hours per week. Public works employees, consisting of equipment operators and laborers, assigned to the collection of garbage and trash, shall complete a task assigned to them by the Superintendent of Public Works as a day's work. Such task shall consist of an area or district of the borough delineated and described by said Superintendent with the approval of the Mayor and Council. Said task work shall be completed each day regardless of the number of hours worked by any such employee without payment for overtime as provided in Article IV of this chapter. During monthly trash collection periods, such employees shall assist in such work after the completion of their task.

Any change in the approved working hours must be authorized in advance by the Mayor and Council.

The following regulations are hereby established for the use of the time clock by the employees of the Department of Public Works:
A. 
Each employee shall be issued a timecard to record his periods of employment by means of said time clock.
B. 
Each employee shall record the beginning and termination of each period of employment on his said timecard.
C. 
Each employee whose work consists of removing trash and garbage receptacles from the rear of a building to the curb shall only be required to record the termination of each period of employment on his timecard.
D. 
An employee who is on duty as a member of the Fire Department at the beginning or termination of his period of employment shall have such beginning or termination of his period of employment recorded on his timecard by his foreman who shall initial the recording.
E. 
These regulations shall not apply to the Superintendent of Public Works and the foremen.
F. 
No employee shall record the beginning or termination of a period of employment for another employee except as herein provided.

All records filed with the Borough Clerk-Comptroller for payroll purposes shall be audited periodically by him at such times as he shall determine or at such other times as the Mayor and Council shall direct. A full and complete report of such audits shall be submitted to the Mayor and Council for its study and consideration.

The Superintendent of Public Works shall file the timecards required by § 70-11 of this article with the Borough Clerk-Comptroller at such times as shall be designated by the Mayor and Council.
