Each present full-time employee will receive
a copy of the Personnel Policies and Practices of the Borough of Rutherford
which he will study and retain for future reference. After a careful
study of the policies, practices and rules set forth therein, he is
expected to conform with them.
A.
The Borough Council reserves the right to add, to
change, to interpret or to eliminate personnel policies, practices
and rules whenever it appears to be in the best interest of the borough
to do so.
B.
All changes, additions or deletions will be made by
means of amendments hereof, copies of which will be issued to each
employee for filing with his copy of the Personnel Policies and Practices
of the Borough of Rutherford.
A separate personal history file shall be established
and maintained for each employee of the Borough of Rutherford.
A.
Personal history files are confidential records and
shall be maintained in the office of the Borough Clerk.
B.
Only the Mayor, Council, Borough Clerk and Personnel
Officer may have access to any or all of the personal history files;
a department head may, in the office of the Borough Clerk, and there
only, examine the files of his subordinates. Any employee may, at
reasonable times, and in the office of the Borough Clerk, examine
his personal history file.
C.
All personal history files will be carefully maintained
and safeguarded permanently. Nothing placed in any file shall be removed
therefrom.
