A. 
No vehicle shall be permitted to park for a period exceeding 15 minutes between the hours of 8:00 a.m. and 7:00 p.m. daily, except Sundays, in the following designated areas of the following streets:
(1) 
From a point on the southeasterly curbline of Park Avenue, 35 feet northeasterly from the intersection of Donaldson Avenue and Park Avenue, distant thereon 237 feet and running along the northeasterly curbline of Park Avenue a distance of 50 feet.

No vehicle shall be permitted to park between the hours of 7:00 a.m. and 4:00 p.m., except Saturdays, Sundays and school holidays, in the following designated areas of the following streets:

A. 
No person or persons, firm or corporation shall park any vehicle using commercial license plates or having advertising affixed to its exterior surfaces or trailers on any streets for more than one hour within the limits of the Borough of Rutherford; except, however, those vehicles parked to provide services and effect delivery to same or as provided in § 126-9.2 of this chapter.

(1) 
No person or persons, firm or corporation shall park an omnibus, school bus (all types), school vehicle (all types), taxi, limousine, commuter van, ambulance, recreational vehicle (RV) over 18 feet, camper vehicles and vehicles altered for campers over 18 feet, mobile home over 18 feet, any trailer coupled to a vehicle over 18 feet, any truck and/or coupled trailer, including, but not limited to, fire truck, garbage truck, truck tractor, tow truck, road tractor, boom truck, pole trailer, double trailer, farm trailer, semitrailer, any vehicle with more than two axles or dual rear wheels, any vehicle with overhead or side equipment racks, dump body, any vehicle using commercial license plates or having advertising affixed to its exterior surfaces or trailers or any combination thereof on any streets for more than one hour within the limits of the Borough of Rutherford; except, however, those vehicles parked to provide services and effect delivery to same or as provided in § 126-9.2 of this chapter.
(2) 
No person or persons, firm or corporation at no time shall park any uncoupled trailer of any type on any streets within the limits of the Borough of Rutherford.
(3) 
Camping trailers, mobile homes or recreational vehicles in excess of 18 feet in length may be parked on a street of a residential district for 48 consecutive hours when said vehicle is being loaded or unloaded in anticipation of or following active use. Said vehicle shall be parked on that portion of the street immediately contiguous to the property of the vehicle's owner or operator.
B. 
Any vehicle or trailer parked or standing in violation of this section shall be deemed a nuisance and menace to the safe and proper regulation of traffic, and any peace officer may provide for the removal of such vehicle or trailer. The owner shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle.

A. 
The parking of any passenger vehicle or truck or vehicle using commercial license plates or having advertising affixed to exterior surfaces, while unloading or loading or providing services to local commercial/business establishments or residents, on any streets within the limits of a business zone district by any person other than agents or employees of the borough is hereby prohibited, unless:
(1) 
When any such vehicle shall be parked in any space adjacent to a parking meter, the operator of said vehicle shall, upon entering the said parking space, immediately deposit or cause to be deposited in such parking meter the coin or coins of the United States of America required for such parking, in accordance with the directions for the same attached to said meter; or
(2) 
An application for a permit pursuant to this chapter shall be made on forms approved and made available by the Borough Clerk, which application shall include but not be limited to the following information:
(a) 
The name and address of the applicant and the name and address of the registered owner of the motor vehicle.
(b) 
The make, model number, year, vehicle identification number and license plate number of the motor vehicle.
(c) 
The length of time the applicant plans to park said motor vehicle at the parking meter, such time not to exceed three consecutive days between the hours of 8:00 a.m. and 7:00 p.m. All other Borough ordinances and state statutes shall remain if full effect.

A. 
Commercial vehicle, contractor, commercial/business establishment fee:
(1) 
A fee of $25 per day for each parking space shall be paid to the Borough Clerk before any permit or renewed permit is issued pursuant to § 126-9.2A(2).
B. 
Passenger vehicle, resident fee:
(1) 
A fee of $25 per day for each parking space shall be paid to the Borough Clerk before any permit or renewed permit is issued pursuant to § 126-9.2A(2).

No permit shall be granted by the Borough Clerk for a term longer than three consecutive days; although, for good cause shown, a permit previously issued may be renewed for an additional three-day period.

A. 
Definitions. As used herein, the following terms shall have the following meanings:
CHARGING STATION
A location that is fitted with charging station equipment.
CHARGING STATION EQUIPMENT
The conductors, including ungrounded and grounded, and the electric vehicle connectors, attachment plugs, and all other fittings, devices, power outlets, charging status or apparatus installed specifically for the purpose of delivering electrical energy from the charging station to the electric vehicle.
CHARGING STATION SPACE
A dedicated, marked parking space that is fitted with charging station equipment and exclusively used for the charging of electric vehicles.
ELECTRIC SCOOTER and/or ELECTRIC MOTORCYCLE
A two-wheel or three-wheel electric vehicle that operates exclusively on electrical energy stored in the vehicle's batteries.
ELECTRIC VEHICLE
A vehicle that operates, either partially or exclusively, on electrical energy from a charging station or other electrical energy source that is stored in the vehicle's battery for propulsion purposes. "Electric vehicle" includes a battery electric vehicle; a plug-in hybrid electrical vehicle; a neighborhood electric vehicle; and electric scooters or electric motorcycles.
NEIGHBORHOOD ELECTRIC VEHICLE
An electric vehicle that is a low-speed vehicle, built to have a top speed of 25 miles per hour and to have a maximum loaded weight of 3,000 pounds.
NONELECTRIC VEHICLE
A vehicle that does not meet the definition of "electric vehicle" as provided herein.
PLUG-IN HYBRID ELECTRIC VEHICLE or PHEV
An electric vehicle that contains an internal combustion engine and also allows power to be delivered to drive wheels by an electric motor; charges its battery primarily by connecting to a charging station or other electrical source not on board the vehicle; may additionally be able to sustain a battery charge using an on-board internal-combustion-driven generator; and has the ability to be propelled through the use of electricity.
B. 
The municipality has designated parking spaces at each of the following locations for use as charging stations: two at the Kip Avenue Parking Garage; and two at the Memorial Field Parking Lot. Fees for use of the charging station spaces in the Kip Avenue Parking Garage shall be in addition to any applicable parking permit fees assessed for parking in these locations.
C. 
The following fees shall also apply to use of parking spaces in the Kip Avenue Parking Garage and Memorial Field Parking Lot that are identified as charging station spaces, as that term is defined in § 126-9.5A of this chapter, 24 hours a day except for fifteen-minute courtesy parking at Memorial Field as described in § 126-9.5C(2):
(1) 
For up to one hour of charging: $2.50.
(2) 
For more than one hour and up to two hours of charging: $4.
(3) 
For more than two hours and up to three hours of charging: $6.
(4) 
For more than three hours and up to four hours of charging: $8.
D. 
Use of said charging station spaces shall be limited and restricted as follows:
(1) 
It shall be unlawful for any person to park or leave standing a vehicle in a stall or space in the Kip Avenue Parking Garage that is designated as a charging station space unless the vehicle is an electric vehicle as defined in this section and is connected for electric charging purposes; and
(2) 
When no other spaces are available there will be allowed fifteen-minute courtesy parking of nonelectric vehicles in designated charging station spaces at the Memorial Field Parking Lot at any time for pickup and dropoff only.
(3) 
Electric vehicles are authorized to park in spaces designated as charging station spaces only during the time when the vehicles are connected for electric charging purposes or up to four hours, whichever is less. Within 15 minutes of the time the vehicle is no longer charging, the owner or operator of said vehicle shall be required to remove the vehicle from the charging station space. If the owner or operator of said vehicle allows his or her vehicle to remain in a charging station space while the vehicle is no longer charging past the fifteen-minute grace period, then said owner or operator shall be in violation of this section.
