A length of service award program (LOSAP) is herewith established in accordance with Chapter 388 of the Laws of 1997,[1] to reward volunteer fire fighters and emergency medical service providers within the Indian Mills Fire Company and Shamong residents volunteering for Tabernacle Rescue Squad for their loyal, diligent, and devoted services to the residents of Shamong Township.

The LOSAP shall provide the fixed annual contributions to a deferred-income account for each volunteer member that meets the criteria set forth below. Such contributions shall be made in accordance with a plan that shall be established by the Township pursuant to P.L. 1997, c. 388, and such plan shall be administered in accordance with the laws of the State of New Jersey, the U.S. Internal Revenue Code, and this chapter.
A. 
The LOSAP shall provide for annual contributions, as earned during the calendar year, to each eligible member that meets the criteria as follows:

B. 
In accordance with N.J.A.C. 5:30-14.9, the maximum contribution of $1,150 will be adjusted in accordance with the Consumer Price Index as determined by the Director of the Division of Local Government Services with the State of New Jersey Department of Community Affairs.
C. 
Points will be awarded in the following manner:
(1) 
Indian Mills Fire Company Volunteers.

(a) 
Response to fire/emergency call: five points per call.
(b) 
Meeting attendance: five points per meeting.
(c) 
Drill participation: five points per drill.
(d) 
Other activities: five points per activity.
(2) 
Shamong residents volunteering for Tabernacle Rescue Squad.

(a) 
Duty crew: five points per duty.
(b) 
Response to emergency call: five points per call.
(c) 
Meeting attendance: five points per meeting.
(d) 
Training participation: five points per session.
(e) 
Other activities: five points per activity.
(3) 
Officers shall be awarded an additional 50 points for each full year of service in their office. No member may be awarded more than 50 points for holding more than one office in a given year.
(a) 
Fire Brigade offices: Chief, First Assistant Chief, Second Assistant Chief, Captain, Fire Police Captain, and Lieutenant.
(b) 
Indian Mills Fire Company offices: President, Vice President, Secretary, Treasurer, Financial Secretary, and Trustee.
(c) 
Shamong residents serving in Tabernacle Rescue Squad offices: Chief, First Assistant Chief, Second Assistant Chief, Captain and Lieutenant.

(4) 
In order to be eligible to receive a contribution, a volunteer must obtain at least 150 points in a year. The volunteer must participate in the fire brigade, the TRS brigade, or both. The amendments to these provisions instituted in 2022 shall be retroactive to 2021 service time to coincide with the provision of primary response services by TRS.

D. 
Points will also be awarded for prior years service.
(1) 
Prior years service are determined by the number of years of service prior to the enactment of this chapter. Years served after the enactment of this chapter are not to be added to the calculation of prior years service. The LOSAP shall specifically provide for contributions as credit for no more than 10 years of prior years services for each eligible volunteer in accordance with the following point system indicated below, which point system shall count towards the overall number of points required by each volunteer in determining the amount of award annually:

(2) 
The volunteer must be active and obtain at least 100 points for active service in order to receive points for prior years service.
E. 
Volunteers will become vested as follows, following creation of the plan;
(1) 
First year of service: 20% vesting.
(2) 
Second year of service: 40% vesting.
(3) 
Third year of service: 60% vesting.
(4) 
Fourth year of service: 80% vesting.
(5) 
Fifth year of service: 100% vesting.
The estimated cost of the program has been calculated as approximately $38,000 per year, which assumes that all potentially active volunteers will obtain maximum contributions annually.
