No person owning, harboring, keeping or in charge of any dog shall cause, suffer or allow such dog to soil, defile or defecate on any street, road, common thoroughfare, sidewalk, passageway, bypath, play area, park or any place where people congregate or walk or upon any public property whatsoever or any private property without the permission of the owner thereof without immediately thereafter removing and disposing of in a sanitary manner any feces deposited by such dog in any of the aforementioned designated areas. For the purposes of this article, a "sanitary manner" shall include but not be limited to removal by way of a shovel, scoop container, disposable bag or such other similar means and disposal in accordance with applicable health and solid waste laws and regulations.

Any person, firm, corporation, association or legal party whatsoever who or which shall violate, or authorize or procure a violation, or cause to be violated, any provision of this article shall, upon conviction thereof, be punishable as provided in Chapter 1, General Provisions, Article II, General Penalty, § 1-15, governing general penalty provisions.
