The rules and regulations promulgated herein shall apply to all public parks, playgrounds and recreational areas.
The Township Committee may, from time to time, by resolution, adopt such regulations as it may choose to facilitate the effective operation and control of all parks, playgrounds and recreation areas under its jurisdiction.
It shall be unlawful for any person on Township property, as contemplated by § 128-1 hereof, to:
A. 
Use threatening, abusive or insulting language.
B. 
Do any obscene or indecent act.
C. 
Throw stones or other missiles.
D. 
Annoy persons.
E. 
Interfere with, encumber, obstruct or render dangerous any public way, path, walk, bridge or public place.
F. 
Do any act tending or amounting to a breach of the peace.
G. 
Climb or stand upon any fence, shelter, seat, bridge railing or support, statue or other erection.
H. 
Introduce, carry or fire any firecrackers, torpedoes or fireworks.
I. 
Engage in, instigate, aid or encourage a contention or fight.
J. 
Assault any person.
K. 
Participate in betting, gambling, gaming or use or operate any slot machine or gaming table or other gambling instrument or sell fortunes.
L. 
Solicit gifts or contributions for any purpose without permission of the Township Committee.
M. 
Possess or consume alcoholic beverages without permission of the Township Committee.

O. 
Possess, use or be under the influence of drugs as defined and prohibited by Title 24 of the New Jersey Revised Statutes.
P. 
Give entertainment of any kind or transact business of any kind or hold public meetings or assemblies without permission of the Township Committee.
Q. 
Occupy a camp or campground or sleep overnight without permission of the Township Committee.
R. 
Sell, vend or give away any articles of merchandise or other matter or distribute handbills or circulars without permission of the Township Committee.
S. 
Kindle, build, maintain or use a fire except in fireplaces provided or in an approved container.
T. 
Post, paint or affix or erect any sign, advertisement, banner or any other matter for attracting attention without permission of the Township Committee.
U. 
Possess or use guns, knives, slingshots or other dangerous weapons.
V. 
Possess or use any explosive material that may cause an explosion when used either alone or in combination with some other material to produce rapid flaming combustion or administer a destructive blow to surrounding objects.
W. 
Kill, injure or disturb any animal or bird or damage any grass, tree, shrub or plant or any building, sign structure or equipment upon any premises under the jurisdiction of the Township.
X. 
Ride, drive or bring any horse upon any playing fields and other posted areas.
Y. 
Allow any dog to run at large. Dogs shall be permitted, provided that they are restrained by a leash not exceeding six feet in length and led or controlled by a person capable of controlling said dog.
Z. 
Drive or park any motor vehicles, including minibikes, snowmobiles or other power-driven equipment on Township property without permission of the Township Committee. Township maintenance vehicles and those of Township officials and employees and emergency vehicles shall be permitted.
AA. 
Swim, wade or otherwise go into any body of water within the parks, playgrounds and recreational areas of the Township of Shamong except in accordance with the rules and regulations relating to the use thereof. No power-driven boats other than by electric motors with a maximum of 10 horsepower shall be permitted on any body of water within the parks, playgrounds and recreational areas.

BB. 
Possess any objects to be used for any purposes which are made of glass except eyeglasses.

Remain thereon between the hours of 10:00 p.m. and 6:00 a.m.

DD. 
Deposit, dispose of, dump or otherwise place debris, trash or waste on the grounds of the parks, playgrounds and recreation areas. Municipal receptacles and dumpsters are restricted to use for the receiving of waste generated by recreational uses intended and permitted within the parks, playgrounds and recreation areas. The placement of private waste or waste generated off site by any person is specifically prohibited. The Township may place signage on the municipal receptacles and dumpsters to advise of these prohibitions and penalties.

EE. 
Drones. Use of unmanned aircraft systems (UAS), including but not limited to drones over or within 100 feet of parking lots or a field of play during use of that field for organized play, whether practice, game or the like, is hereby prohibited. UAS are otherwise permitted, provided that operators take due care in the operation of the UAS in and around other park users and shall be solely liable for any damage, injury or the like caused by their activity. "Unmanned Aircraft System" as used herein shall be defined as an aircraft and its associated elements which is operated with no pilot on board and remotely controlled, usually from the ground but also from manned aircraft, by use of data links and on-board sensors, including but not limited to drone technology.

No parent, guardian or custodian or any minor shall permit or allow said minor to do any act prohibited by this chapter.
A. 
Organizations desiring to use park facilities on a group basis will make applications, in writing, to the Township Clerk, 30 days prior to the date desired. Applications shall be available at the Municipal Building.
B. 
Organizations utilizing facilities are responsible for the care of equipment and grounds utilized and the cleaning of the area at the completion of the event.
C. 
Organizations utilizing park areas must present proof of liability insurance, covering injuries to participants during the period the facility is being used, in amounts as determined by the Township Committee based upon probable risk.
D. 
Organizations utilizing park areas will be responsible for the coordination of traffic control and parking with the state police.
E. 
The Township Committee shall have the right to refuse or cancel the use of any facility to organizations or individuals for reason of repair, construction or other reasons that may be detrimental to the care and upkeep of the area.
F. 
The use of alcoholic beverages by an organization may be permitted by the Township Committee in the park areas.
G. 
The use of posted baseball fields will be by permit issued by the Township Committee.
The provisions, prohibitions and requirements of this chapter shall be enforceable by state police and supervisory personnel designated by the Township Committee.

Any person, firm, corporation, association or legal party whatsoever who or which shall violate, or authorize or procure a violation, or cause to be violated, any provision of this chapter shall, upon conviction thereof, be punishable as provided in Chapter 1, General Provisions, Article II, General Penalty, § 1-15, governing general penalty provisions.
