In accordance with the provisions of the Mandatory
Statewide Source Separation and Recycling Act, P.L. 1987, c. 102,[1] all persons occupying residential premises within the
Township of Shamong shall, for the period from September 1 to December
31 of each year, source separate leaves which they have cleared from
their premises from solid waste generated at those premises and, unless
the leaves are stored or recycled for composting or mulching by them,
place the leaves for collection in a properly approved container for
pick up by their private collector for disposal at an approved composting
facility. Should the occupants of a residential property chose not
to use a private collector for the disposal of leaves cleared from
their premises or not to compost or mulch them, the leaves shall be
left where they fall. The Township Committee may hereafter alter the
manner of handling the disposal of fallen leaves by regulations adopted
as part of its overall recycling program.

Any person who violates the provisions of this
article shall, upon conviction thereof, be subject to a fine not exceeding
$5 for the first offense and $25 for any succeeding offense.
