A. 
The number of licenses to sell alcoholic beverages at retail in the City of Somers Point, New Jersey, be and the same is hereby limited as follows:
(1) 
Plenary retail distribution licenses: not exceeding one.
(2) 
Club licenses: not exceeding four.
(3) 
Plenary retail consumption licenses: not exceeding 12.
B. 
The limitation of the number of plenary retail consumption licenses to not exceeding 12, as herein provided, shall not prevent the renewals of existing plenary retail consumption licenses upon their expiration. Any plenary retail consumption license, however, that shall be revoked for a violation of the Alcoholic Beverage Control Act[1] or of the rules, regulations and instructions promulgated by the Department of Alcoholic Beverage Control or for violation of city ordinances regulating or pertaining to the sale of alcoholic beverages or that shall be surrendered shall not be renewed nor another license issued in its place when the number of plenary retail consumption licenses outstanding and not revoked is 12 or more.[2]

No limited retail distribution license nor summer seasonal retail consumption license nor winter seasonal retail consumption license shall be issued.
