There is hereby established a Recreation Development
Advisory Board for the Township of Stafford.

A.
The Recreation Development Advisory Board shall consist
of seven regular members and two alternate members, designated as
"Alternate No. 1" and "Alternate No. 2," appointed by the Mayor of
the Township of Stafford.
B.
At the first meeting of the year, the members of the
Board shall hold an election to designate a Chairperson, Vice Chairperson
and a Secretary. By a majority vote of the Board, the Recreation Director
may be appointed as Secretary.

The Chairperson shall preside over all meetings and
shall be responsible for establishing the meeting agenda in consultation
with the Recreation Director.
(2)
The Vice Chairperson shall act in the absence of the
Chairperson.
(3)
The Secretary shall be responsible for keeping minutes
of each meeting and shall at the next scheduled meeting present the
minutes to the Board for approval.

The Chairperson and Vice Chairperson shall serve without
compensation.

A.
Term of office of regular members. The initial terms
of office for three of the members appointed to the Board shall be
two years, and the initial terms for the remaining four members shall
be for three years. Thereafter, all appointments to the Board shall
be for a term of two years. A vacancy on the Board occurring otherwise
than by expiration of term shall be filled for the unexpired term
by the Mayor.
B.
Term of office of alternate members. The initial term
of office for Alternate No. 1 shall be one year, and the initial term
for Alternate No. 2 shall be two years. Thereafter, all appointments
to the position of Alternate No. 1 or Alternate No. 2 shall be for
a term of two years. A vacancy occurring otherwise than by expiration
of term shall be filled for the unexpired term by the Mayor.
C.
Alternates' participation. An alternate member may
participate in discussions of the proceedings, but may not vote except
in the absence or disqualification of a regular member. A vote shall
not be delayed in order that a regular member may vote instead of
an alternate member. In the event that a choice must be made as to
which alternate member is to vote, Alternate No. 1 shall vote first.
D.
The Recreation Director is a resource person to the
Board. The Recreation Director reports to the Township Administrator.
The Board does not have any authority to employ, supervise or discipline
any Township personnel.

The Recreation Development Advisory Board is
advisory in nature. All policy decisions with respect to recreation
programs and projects are the sole responsibility of the governing
body. The Board is encouraged to discuss and formulate recommendations
to the governing body; however, all final decisions concerning any
aspect of the recreation program is solely the responsibility of the
governing body. The Recreation Development Advisory Board shall:

Formulate such recommendations to the Township Council
concerning the development of recreation programs for residents of
all ages.
B.
Review the requirements of the recreation program
and advise the Township Council on the need for equipment, services
and building space for recreation.
C.
Make such individual studies and reports as may be
requested by the Mayor or Township Council.
D.
Formulate a three-year plan for the development and
expansion of recreation services, parks and playgrounds within the
Township.
E.
Refer all maintenance concerns to the Township Administrator.
The Board does not have any authority with respect to scheduling or
maintenance of the facilities, All maintenance of the facilities shall
be under the direction and control of the Superintendent of Public
Works, through the Township Administrator.
F.
Recommend items to be included in the annual budget
for submittal to the Township Administrator; however, the final decision
concerning the items to be submitted in the annual budget request
rests solely with the Recreation Director. The Board is not authorized
to encumber and expend funds. The Recreation Director may encumber
and expend funds allocated to the Recreation Department through the
Township budget.

A.
A Program Planning and Evaluation Subcommittee shall
consist of three members of the Board appointed by the Chairperson.
Said Subcommittee shall meet no less frequently than quarterly to
review current recreation programs and to formulate recommendations
for future recreation programs.
B.
The Facilities Subcommittee shall consist of three
members of the Board appointed by the Chairperson. Said Subcommittee
shall meet no less frequently than quarterly to review current recreation
facilities, including fields, parks and buildings, and to formulate
recommendations for future space needs. Such recommendations shall
be formulated based on the input from the Program Planning and Evaluation
Subcommittee.
C.
The League Liaison Subcommittee shall consist of three
members of the Board appointed by the Chairperson, and shall also
consist of one representative from each of the following organizations
which shall include but not be limited to: Little League, Girls Softball,
Soccer, Basketball, Wrestling, Roller Hockey, Pop Warner Football
and Adult Softball. Said Subcommittee shall meet quarterly to discuss
problems and issues arising from league activities, including but
not limited to field/court space needs, sportsmanship, coaches clinics,
registration problems, sharing of facilities, tournaments, scheduling
issues and planning concerns. Each league shall be responsible to
appoint its representative to the Subcommittee.
D.
Each Subcommittee is to report its findings and recommendations
to the Board for its approval.
E.
The Mayor, with the advice and consent of the Council
may appoint additional members from the general public to each of
the Subcommittees.
