The short title of this chapter shall be the
"Buses Ordinance," and this chapter shall be hereinafter cited and
referred to for the purpose of amendment or otherwise by said title.
The Township of Stafford defines and declares
that the purpose of this chapter is to protect the people and property
of this Township and to preserve the safety and welfare of the Township
and its citizens by regulating and promoting safe bus pickup and discharge
from private property.
As used in this chapter, the following terms
shall have the meanings indicated:
Any motor vehicle operated over public highways or public
places in this state for the transportation of passengers for hire
in intrastate business, notwithstanding that such motor vehicle may
be used in interstate commerce. Nothing contained herein shall be
construed to include any bus activity regulated by state statute,
as well as any bus activity operated by a governmental entity or any
nonprofit organization.
Pickup and discharge of passengers from a bus
is strictly prohibited from all private property within the Township,
unless the owner or his agent of the private property has granted
prior written permission and filed the same with the Township Zoning
Office and/or the Township Police Department.
The prohibition of § 77-4 above shall be unenforceable unless a sign which clearly indicates that bus pickup and discharge is prohibited on all private property within the Township and the penalty for violation of this chapter has been prominently posted by the owner of the private property.

All persons violating or failing to comply with any
of the provisions of this chapter shall, upon conviction thereof,
be punishable by a fine of not less than $100 and not more than $1,000,
by imprisonment for a term not to exceed 90 days or by community service
of not more than 90 days, or any combination of fine, imprisonment
and community service as determined in the discretion of the Municipal
Court Judge. The continuation of such violation for each successive
day shall constitute a separate offense, and the person or persons
allowing or permitting the continuation of the violation may be punished
as provided above for each separate offense.

The violation of any provision of this chapter shall
be subject to abatement summarily by a restraining order or injunction
issued by a court of competent jurisdiction.
