As used in this chapter, the following terms shall have the following meanings:
CONVICTED SEX OFFENDER
Any person who has been convicted of a sex offense as defined in this chapter.
PERMANENT RESIDENT
Any person who has resided within the Township of Stafford or intends to reside within the Township of Stafford for more than 30 days in any one calendar year.
SEX OFFENSE
Aggravated sexual assault; sexual assault; aggravated criminal sexual contact; kidnapping pursuant to Paragraph (2) of Subsection c of N.J.S.A. 2C:13-1; endangering the welfare of a child by engaging in sexual conduct which would impair or debauch the morals of the child pursuant to Subsection a of N.J.S.A. 2C:24-4; endangering the welfare of a child pursuant to Paragraph (4) of Subsection b of N.J.S.A. 2C:24-4; or luring or enticing pursuant to Section 1 of P.L. 1993, c. 291 (N.J.S.A. 2C:13-6); or an attempt to commit any such offense.
A. 
Any person convicted of a sex offense as defined in § 93-1 of this chapter and who is a permanent resident, has become a permanent resident or intends to become a permanent resident of the Township of Stafford shall register with the Stafford Township Police Department. At the time of registration, the following information shall be provided:
(1) 
Full name.
(2) 
Street address.
(3) 
Social security number.
(4) 
Driver's license number.
(5) 
Make, model and license plate number of any motor vehicle owned or used.
(6) 
Nature of each and every offense committed.
(7) 
Date of each offense and date of each conviction.
(8) 
Date of release from custody.
(9) 
Prosecuting agency for each offense.
(10) 
Age of victim for each offense.
B. 
The obligation to provide the information contained in § 93-2A shall be a continuing obligation, and any change in any of the information so supplied shall immediately be reported to the Stafford Township Police Department.
The Chief of Police shall maintain a registry of convicted sex offenders, which registry shall contain the information required in § 93-2 of this chapter. The registry shall be listed by street address in alphabetical order by street name and thereafter by numerical order for numerical numbered streets.

Within 45 days after receiving notification that an inmate convicted of or adjudicated delinquent for a sex offense as defined in § 93-1 is to be released from incarceration, the Stafford Township Chief of Police shall provide notification to the residents and appropriate organizations in the community, including but not limited to school districts, churches, youth organizations and the media, in accordance with guidelines promulgated by the Attorney General.
B. 
Upon receiving notification that a person required to register with the Stafford Township Chief of Police, in accordance with § 93-2, intends to change his address within the Township of Stafford or move into the Township of Stafford from another municipality, the Chief of Police shall provide notification of the relocation to the residents of the Township and the appropriate organizations in the community, including but not limited to school districts, churches, youth organizations and the media, in accordance with guidelines promulgated by the Attorney General.
A. 
Any person violating or failing to comply with any of the provisions of this chapter shall, upon conviction thereof, be punishable by a fine of not less than $100 nor more than $1,000, by imprisonment for a term not to exceed 90 days or by community service of not more than 90 days, or any combination of fine, imprisonment and community service as determined in the discretion of the Municipal Court Judge. The continuation of such violation for each successive day shall constitute a separate offense, and the person or persons allowing or permitting the continuation of the violation may be punished as provided above for each separate offense.
B. 
The violation of any provision of this chapter shall be subject to abatement summarily by a restraining order or injunction issued by a court of competent jurisdiction.
