A.
The provisions of this chapter shall be construed
as a supplement to N.J.S.A. 40A:4-1 et seq., the "Local Budget Law;"
N.J.S.A. 40A:5-1 et seq., the "Local Fiscal Affairs Law;" and N.J.S.A.
40A:11-1 et seq., the "Local Public Contracts Law" and all regulations
issued pursuant thereto, as the same may be amended and supplemented
from time to time, and to any other applicable law, and, in the event
of any conflict between such statutes and regulations and the provisions
of this chapter, the former shall prevail.
B.
The failure to set forth any procedure or requirement
specified by law herein shall not be construed so as to imply the
inapplicability of such procedures and requirements, which shall nonetheless
be applicable as if set forth herein.
C.
In the event that any provision of this chapter shall
be declared to be invalid, such invalidity shall not affect the remaining
provisions.

Unless the context shall indicate to the contrary,
the following definitions shall apply in construing and applying the
provisions of this chapter:
The Township Auditor, as established herein.
The Township Chief Municipal Finance Officer or designee,
as herein established.

The Township Clerk or the person, for the time being, acting
in that capacity.
The Township Committee of the Township of Washington, or
its successor governing body.
Any person appointed to have supervisory jurisdiction over
a department of the township, or the one, for the time being, acting
in that capacity.
The persons elected by the Committee to exercise the powers
and duties of said offices or the persons, for the time being, acting
in those capacities.
The Township of Washington, in the County of Warren and State
of New Jersey.
B.
All definitions set forth in N.J.S.A. 40A:4-1 et seq.,
N.J.S.A. 40A:5-1 et seq. and N.J.S.A. 40A:11-1 et seq. shall be deemed
incorporated herein by reference to the extent that the same are applicable
to the provisions of this chapter.
