Whenever used in this chapter, unless a different meaning appears from the context, the following words shall have the meanings indicated:
PERSON
Includes persons, partnership, firm, corporation, tenant, owner, lessee or licensee, their agents, servants or assigns.
TRAILER
Any unit which is or may be used for living, sleeping or business purposes by one or more persons and which is designed and constructed so as to permit its being equipped with wheels or similar devices for the purpose of transporting said unit from place to place, whether it be self-propelled or otherwise, and having no foundation other than wheels, jacks or skirtings so arranged as to be integral and portable with said unit. The term "trailer" shall mean and include, but shall not be limited to, automobile trailer, house trailer, trailer home, trailer coach, camp car and mobile home; except however, that a trailer used solely as a temporary office for administrative purposes in connection with the doing of construction work in the Township of Washington is not within the meaning of this definition.
TRAILER PARK
Any park, trailer camp, trailer court, court, camp, site, lot, parcel or tract of land designed, maintained or intended for the purpose of supplying a location or accommodations for any trailer as defined above and any plot or tract of land upon which two or more such trailers shall be located. "Trailer park" shall not include automobile or trailer sales lots on which unoccupied trailers are parked for purpose of inspection and sales.
A. 
It shall be unlawful within the limits of the Township of Washington for any person to park any trailer on any street, alley, highway or other public place or on any tract of land owned by any person, occupied or unoccupied, except as provided in this chapter.
B. 
Emergency or temporary stopping for a period not in excess of three hours is permitted on any of the streets of the Township of Washington where parking is otherwise permitted.
C. 
A trailer may be kept or stored on the home premises of any bona fide owner of property in the Township of Washington, provided that such trailer is not occupied or used for living, sleeping or business purposes.
No person owning or operating any trailer shall alter, add to or permanently affix to the ground any such trailer without first obtaining a building permit from the Building Inspector of the Township of Washington. The granting of any such permit shall be conditioned upon the applicant's compliance with all other building codes and zoning ordinances of the Township of Washington.[1]

A. 
It shall be unlawful for any person to establish, operate, maintain or permit to be established, operated or maintained, upon any property owned or controlled by him, a trailer park within the limits of the Township of Washington without having first secured a license therefor from the Township Committee of the Township of Washington.
B. 
Said license shall be applied for by written application filed in triplicate with the Clerk of the Township of Washington, which application shall set forth the following information:
(1) 
The name and address of the applicant and the name and address of the owner of the property proposed to be licensed if the applicant does not own the premises. If the applicant is not the owner of the premises, the application must contain a verified statement of the owner that the applicant is authorized by him to maintain the trailer park and make the application.
(2) 
A legal description of the premises proposed to be licensed.
(3) 
The method and plan of sewage disposal.
(4) 
The method and plan of garbage removal.
(5) 
The method and plan of water supply.
C. 
Said application shall be accompanied by six copies of the park plan map showing the following, either existing or as proposed:
(1) 
Proposed trailer sites.
(2) 
Proposed roadways.
(3) 
Location of sanitary conveniences, including toilets, washrooms, laundries and utility rooms.
(4) 
Diagram of sewage system and fresh water supply.
D. 
Upon receipt of said application and accompanying data, in proper form, in addition to a deposit, which shall be equal to the applicable amount for the number of available trailer sites set forth in Subsection E below, the Township Clerk shall refer copies of the same to the Health Officer and Building Inspector. Each officer shall review said application and view the proposed site and either approve or disapprove the application. In the event that the application shall be disapproved, the reasons for such disapproval shall be set forth in writing. The application, accompanying data and reports of the Health Officer and Building Inspector shall then be referred to the Township Committee of the Township of Washington for final determination as to whether the application shall be granted or refused. If the Township Committee of the Township of Washington shall find that there has been compliance with this chapter and all other ordinances and statutes effective in the Township of Washington, it shall grant the license. In the event the license shall be refused, the amount of the deposit shall be returned to the applicant.

Fees.

(1) 
The annual licensing fee for trailer and trailer camps within the Township of Washington shall be:

(2) 
Said license fee shall be made payable to the township and remitted to the Township Clerk at the time of the yearly application and accompanying data. All licenses shall run from January 1 to December 31 of each applicable calendar year. No operator/owner of a trailer site/trailer park shall be permitted to operate said site/park without a valid license and shall be subject to a fine by the township of $100 dollars per day for operation without a license separate and apart from any other fines and/or penalties imposed under § 112-11 for violations of this chapter.
F. 
Each year after a license is originally issued the licensee shall file application for a renewal or said license. In the event that at any time a licensee enlarges the area licensed or changes the facilities available at his camp, he shall first make application for permission to do so to the Township Committee of the Township of Washington, furnishing revised plants or specifications, as required by the Committee. Applications for renewal of licenses previously granted must be made to the Township Clerk of the Township of Washington on or before October 1 of each year.
The Township Committee of the Township of Washington is hereby authorized to revoke any license issued pursuant to this chapter if, after due investigation, it is determined that the holder thereof has violated any of the provisions of this or any other applicable ordinance or state law.
Any person aggrieved by an order of the Township Committee of the Township of Washington granting, denying, renewing or revoking a license for a trailer park under this chapter may file a written request for a hearing before said Township Committee within 10 days after the issuance of such order. The Township Committee shall give notice of a public hearing upon this request, which hearing shall be held not more than 30 days after receiving the request for the hearing. This hearing may be held at any regular or special township meeting to be held within said thirty-day period. All persons in interest shall be given an opportunity to be heard concerning the same and to present any matters relevant to the issues.
A. 
In every trailer camp there shall be an office building in which shall be located the office of the person in charge of said camp. A copy of the camp license and of this chapter shall be posted therein, and the camp register shall at all times be kept in said office.
B. 
It is hereby made the duty of the attendant or person in charge, together with the licensee to:
(1) 
Keep at all times a register of all guests (which shall be open at all times to inspection by state and federal officers and officers of the Township of Washington) showing for all guests:
(a) 
Names and addresses.
(b) 
Dates of entrance and departure.
(c) 
License numbers of all trailers and towing or other automobiles.
(d) 
States issuing such licenses.
(e) 
Place of last location and length of stay.
(2) 
Maintain the camp in a clean, orderly and sanitary condition at all times.
(3) 
See that the provisions of this chapter are complied with and enforced and report promptly to the proper authorities any violations of this chapter or any other violations of law which may come to his attention.
(4) 
Report to the Board of Health all cases of persons or animals infected or suspected of being infected with any communicable disease.
(5) 
Prevent the running loose of dogs, cats or other animals or pets.[1]

(6) 
Maintain in convenient places approved by the Fire Department hand fire extinguishers in the ratio of one to each eight units.
(7) 
Prohibit the lighting of open fires on the premises.
(8) 
Prohibit the use of any trailer by a greater number of occupants than that which it is designed to accommodate.
Pursuant to the provisions of N.J.S.A. 26:1A-9 and, except as made more restrictive by this chapter or any amendment hereto, the Township of Washington, Warren County, shall apply the following sections of Chapter IX, Mobile Home Parks, New Jersey State Sanitary Code, to trailer parks located in said Township of Washington:
Section  3, General Layout and Design.
Section  4, Plumbing.
Section  5, Water Supply and Distribution.
Section  6, Sewage and Storm Drainage Facilities.
Section  7, Refuse — Storage, Collection and Disposal.
Section  8, Insect, Rodent and Weed Control.
Section  9, Electricity.
Section 10, Fuel, Flammable Liquids and Gases.
Section 11, Fire Protection.
Section 12, Service and Auxiliary Buildings.
Each trailer shall be clearly marked and shall be adequate for the type of facility occupying the same. Trailers shall be parked on each space so that there will be at least 15 feet side-to-side spacing between trailers, 15 feet end-to-end spacing between trailers, 15 feet spacing between trailers and adjoining property lines, 25 feet from the sideline of any public street or highway and 15 feet from any building or structure.
Such licensed trailer parks shall at all times comply with all applicable police, health and fire regulations and shall be subject to examination and inspection at all reasonable times by the Township Committee, the Board of Health or agents thereof.

Any person who shall violate any terms or provisions of this chapter, upon conviction thereof (the fine in § 112-4E shall not be covered under this section), shall be subject to imprisonment or community service for a term not exceeding 90 days or to a fine not to exceed $1,000, or both. Each twenty-four-hour period that a violation of any of the provisions of this chapter shall continue shall constitute a separate offense and be punishable as such hereunder.
