The speed limit for both directions of traffic along the streets or parts thereof described in Schedule XVII (§ 117-39) attached to and made a part of this chapter, is hereby established at the rate of speed indicated.

The Bureau of Traffic Engineering and Safety
Programs of the New Jersey Department of Transportation has developed
Guidelines for Speed Zone Signing, which are in accordance with the
Manual on Uniform Traffic Control Devices for Streets and Highways.
Pursuant to said Guidelines, regulatory and warning signs shall be
erected and maintained to effect the speed limits designated in this
chapter, as authorized by the Department of Transportation.
