The office of Administrator is hereby created in and for the Township of Washington pursuant to the provisions of this article.

The Administrator shall be appointed by the Mayor with the advice and consent of the governing body and the term of office of the Administrator shall be at the pleasure of the Township Committee.
A. 
Any vacancy in the office shall be filled by appointment by the Township Committee.
B. 
No elected member of the governing body may receive such appointment during his normal term of office or within three years after the normal expiration of his normal term of office, except for the possibility of interim appointment not to exceed 90 days.
C. 
During the absence or disability of the duly appointed Administrator, the Township Committee of the Township may, by resolution, appoint an officer or regular employee of the municipality to perform the duties of the Administrator during such absence or disability. Such absence or disability shall be limited to a continuous three months after which time further continuous absence or disability shall be deemed to create a vacancy.
D. 
The Administrator may be removed by a two-thirds vote of the governing body. The resolution of removal shall become effective three months after its adoption by the governing body. The governing body may provide that the resolution shall have immediate effect; provided, however, that the governing body shall cause to be paid to the Administrator forthwith any unpaid balance of his salary and his salary for the next three calendar months following adoption of the resolution.
A. 
The Administrator shall be appointed on the basis of his executive and administrative abilities and qualifications with special regard to education, training and experience in governmental affairs.
B. 
He shall be a resident of the State of New Jersey and reside either within the community or outside the community but within a reasonable distance, as determined by the Township Committee.

The Administrator shall receive as compensation such sums as may be fixed and adopted by the Township Committee in the annual Salary Ordinance of the Township.
The Administrator shall be the chief administrative officer of the Township and he shall be responsible to the Township Committee as a whole for the proper and efficient administration of the business affairs of the Township. His duties and responsibilities shall relate to the management of all Township business, except those nondelegable duties and responsibilities conferred by statute, other applicable laws and rules and regulations promulgated by state and county agencies, or such as the Township Committee may reserve to itself. He shall:
A. 
Represent the Township and assert its proper interests in relation to the state and other political subdivisions and with respect to Township contracts and franchises.
B. 
Attend all public meetings of the Committee, with the right to take part in the discussions but without the right to vote, and other such meetings as the Township Committee may direct.
C. 
Keep the Township Committee advised of the financial condition of the Township, make reports to the Township Committee as requested by it and, at least once a year, make an annual report on the administration of the Township government for the benefit of the Township Committee and the public.
D. 
Study the governmental and administrative operations and needs of the Township and prepare and recommend to the Township Committee necessary and desirable plans and programs to meet present and foreseeable needs.
E. 
Inspect, at the request of the Township Committee, the duties and responsibilities of any elected or appointed official and department of the Township, submitting his report relating thereto to the Township Committee for such further action as the Township Committee may deem advisable in such instance.
F. 
Keep the public fully informed regarding the operations of the Township government.
G. 
Keep the Township Committee informed as to the federal aid projects and state aid projects and any other aid programs for which the Township may qualify.
H. 
Perform such other duties as may be required by the Township Committee.
The Administrator shall supervise all paid personnel of the Township through the respective department heads and direct the business activities of all municipal departments, including the direction of central purchasing and the employment and replacement of personnel as may be required in the departments within the limits prescribed from time to time by the Township Committee.

The Administrator shall serve as the personnel officer of the Township and recommend to the Township Committee the appointment, removal or suspension of any Township employee other than Police, Fire Department and First Aid Squad personnel.
The Administrator shall devote his entire vocational time to the duties of his office, and he shall have no interest, directly or indirectly, in any contract job for work or materials, or the profits thereof, to be furnished to or performed for the Township.

The Administrator shall be the purchasing officer of the Township and shall purchase, in accordance with the provisions of the governing statutes and sound purchasing practices, all materials, supplies and equipment for the various agencies, boards, departments and other offices of the Township. The Administrator shall also issue rules and regulations governing the requisition and purchase of all municipal supplies and equipment, consistent with the provisions of this article.
The municipal budget shall be prepared by the Administrator. No later than the first of November in each year, the Administrator shall require all department heads to submit requests for appropriations for the ensuing budget year. The request of department heads shall include such costs, studies and analyses as are required by the Administrator.

Upon the basis of the departmental requests, the budget hearings, the Administrator's analysis of the needs and resources of the Township and such policy guides as may be prescribed by resolution of the Committee, the Administrator shall prepare his recommended budget in the form required by general law for municipal budgets. On or before February 1, the Administrator shall present to the Committee his budget document consisting of:
A. 
The recommended budget, including the departmental estimates and the appropriations and expenditures for each account during the previous year.
B. 
A budget message.
The Administrator shall study, recommend, implement and enforce the financial procedures and policies of the Township and its departments after consultation with department heads with approval of the Township Committee.

The office of Assistant Township Administrator is hereby created in and for the Township of Washington. The Assistant Township Administrator shall be appointed by the Township Committee, and the term of office of the Assistant Township Administrator shall be at the pleasure of the Township Committee. The Assistant Township Administrator shall have all the powers and perform all of the duties of the Township Administrator during such times and specific periods as the Township Administrator shall be absent, on vacation or on a leave of absence granted by the Township Committee. The Assistant Township Administrator shall assist the Administrator in the performance of his/her duties as the Township Committee may from time to time prescribe.
