There is hereby established an Advisory Recreation
Committee. The mission of the Advisory Recreation Committee and Department
is to offer Township residents diversified programs for leisure pursuits
while providing safe parks and athletic fields for passive and active
recreation.

The Advisory Recreation Committee shall be comprised
of seven voting members and four alternate members. All members shall
be appointed by the governing body. All regular members shall be residents
of the Township of Washington. Of the first members to be appointed
to the Committee, the first two members shall serve a one-year term.
The second two members shall serve a two-year term and the remaining
three members shall serve a three-year term. Thereafter, all regular
members of the Advisory Recreation Committee shall serve for a term
of three years. First and second alternate members shall be appointed
annually as voting alternate members and will assume full voting privileges
when regular voting members are not present. One member of the governing
body shall be appointed by the Mayor, annually, as the Township Committee's
liaison to the Advisory Recreation Committee and, as such, shall serve
as the third alternate member. As an alternate member, the Township
Committee's liaison shall have voting privileges only when a quorum
cannot be formed by regular members and/or the first and second alternate
members. The Recreation Director shall also be appointed as the fourth
alternate member. The Recreation Director shall have voting privileges
only when a quorum cannot be reached by regular members and/or the
first through third alternate members. A vacancy shall be deemed to
exist either through the death, resignation or inability of any member
to serve or removal by the governing body for cause. Any member of
the Advisory Recreation Committee shall have been deemed to have submitted
his resignation if he does not attend at least 50% of the regularly
scheduled meetings in any calendar year or does not attend three consecutive
regularly scheduled meetings

The Advisory Recreation Committee shall elect
a Chairman from among its voting members, such election requiring
the affirmative vote of a majority of the total voting membership.
The Committee may elect other such officers as it may deem advisable,
adopt necessary rules and bylaws governing the proper administration
of its functions and formulate subcommittees for its purposes. Such
rules and regulations shall be filed with the governing body.

A. The Advisory Recreation Committee shall be charged
with the responsibility of developing various recreation programs
in conjunction with the Recreation Director, which programs shall
be administered by the Recreation Director.
B. The Director of Recreation, in conjunction with the
Advisory Recreation Committee, shall be the first point of contact
for recreational-related activities.
C. The Advisory Recreation Committee shall advise the
Recreation Director on the management of ongoing or proposed sports
programs, ongoing or proposed non-sports recreational programs, and
implement changes as needed based on objective historical usage and/or
proposed program growth.
D. The Advisory Recreation Committee shall make recommendations
to the governing body when it is considering the acquisition, construction
or enhancement of recreational properties or facilities.
E. The Advisory Recreation Committee shall consider any
proposals in the area of recreation which shall be submitted to the
governing body and shall report its findings and conclusions, in writing,
to the governing body as soon as may be reasonably possible.
F. The Advisory Recreation Committee shall conduct studies
of the present and future recreation needs of the Township and develop
immediate and long-range plans in conjunction with the Recreation
Director for submission to the governing body.
G. The Advisory Recreation Committee may deem additional
information necessary and may request information from the governing
body upon which to base recommendations and conclusions for recreational-related
activities.

The governing body shall annually appropriate
in its budget such funds as it deems necessary for recreation programs,
which budget shall be administered by the Recreation Director. Neither
the Recreation Director, the Advisory Recreation Committee, nor any
member thereof shall have any power or right, expressed or implied,
to obligate the Township of Washington or the Advisory Recreation
Committee for the expenditure of any funds for the execution of any
contract.
The Township may accept gifts, donations and
other such funds from nongovernment sources on behalf of the Advisory
Recreation Committee. Such moneys shall be accepted for either general
recreation purposes or for such expressed purposes as the donor may
request.
Voting members of the Advisory Recreation Committee
shall receive no compensation.
The Advisory Recreation Committee shall submit
an annual report to the governing body setting forth in detail its
operations, activities and accomplishments for the preceding year.
The annual report shall be submitted to the governing body no later
than February 15.
