There is hereby established the Weymouth Township Dental Care
Employee Reimbursement Program, which shall receive annual funding
from the Township's general fund to reimburse all elected officials
and full-time employees for dental care services rendered.
All elected officials and full-time employees and their immediate
family members (spouse and children/stepchildren up to 18 years of
age) shall be eligible to participate in this program. For purposes
of implementing the policies of this article, "employee" as used herein
shall mean the three members of the Township Committee, the Municipal
Clerk, the Deputy Municipal Tax Collector and the Municipal Public
Works Supervisor.
This program is established pursuant to Internal Revenue Code
3401(a) (20) which specifically excludes from the definition of "wages"
all remuneration paid "for any medical care reimbursement made to
or for the benefit of an employee under a self-insured medical reimbursement
plan [within the meaning of § 105(h)(6)]." Internal Revenue
Code § 105(h)(6) provides that the term "self-insured medical
reimbursement" means "a plan of an employer to reimburse employees
for expenses referred to in subsection (b) for which reimbursement
is not provided under a policy of accident and health insurance."
The Municipal Clerk shall, upon final passage of this article,
distribute an application form to each employee eligible to participate
in the program to determine how many persons will be participating.
Those applications shall be collected by the Clerk seven days after
distribution and shall be forwarded to the Chief Financial Officer.
When new full-time employees are elected or hired by the Township,
they shall be required to complete this same application which shall
be forwarded to the Chief Financial Officer.
An employee shall be allotted the sum of $1,000 for each fiscal
year for reimbursement of dental care expenses. A participating employee
shall submit to the Township Clerk a receipt for services rendered
from a dental physician or hygienist licensed under the laws of the
State of New Jersey within 30 days from the date dental service(s)
is/are rendered. That employee will then be reimbursed for those expenses
at an amount not to exceed $1,000 per fiscal year. The date of the
receipt demonstrating when services are rendered will be relied upon
in determining the amount that the employee may receive from the $1,000
annual allotment.
The $1,000 amount allotted to each employee in this program
expires at the end of the Township's fiscal year. This amount
does not carry forward to the following fiscal year for that employee.
While employee spouse and/or children/stepchildren may participate,
each employee is limited to $1,000 reimbursement for the employee
and his/her family per fiscal year.
The Chief Financial Officer for the Township of Weymouth shall
maintain a separate account within the Township's operating budget
with sufficient funds to cover reimbursement for each employee throughout
the fiscal year.
This program shall take effect retroactively as of January 1,
2001, and becomes operative for all current employees and those full-time
employees who are hired or elected by the Township of Weymouth after
the effective date. To the extent this article is inconsistent with
any other ordinance in the Township of Weymouth, the terms of this
article shall control.
A true copy of this article shall be filed with the Township
Clerk upon execution.

employees and elected officials for eye care services rendered.
All elected officials and full-time municipal employees and
their immediate family members (spouse and children/stepchildren up
to 18 years of age) shall be eligible to participate in this program.
For purposes of implementing the policies of this article, "employee"

amount that an employee may receive from the $500 annual allotment.
