All buildings situated on lots or plots of land bordering on the streets, avenues and public highways of the City shall be numbered with numerals of such size and so placed on the buildings as to be seen from the street or highway.
The numbering of all buildings and lots of land in the City shall be in accordance with a system shown on a directory of house members of the City prepared by J. Owen Carter, City Surveyor, in 1927 and on file with the City Clerk/Administrator, which is hereby adopted as the official directory of the system of numbering buildings and lots of land in the City.
In accordance with the system of numbering, the center line of Broad Street running north and south and continuing along the center line of Mantua Avenue shall be the east and west dividing line in the City, and the center line of Delaware and Cooper Streets running east and west shall be the north and south dividing line in the City. All streets running north and south of the center line of Delaware and Cooper Streets shall be divided at the center line, and all north of the center line shall be known and designated as north and all south of the center line shall be known and designated as south. All streets and avenues running east and west of the center line of Broad Street and Mantua Avenue shall be divided at the center line, and all east of the center line shall be known and designated as east and all west of the center line shall be known and designated as west.
The buildings and lots on the easterly side of the streets and avenues running north and south shall be numbered by even numbers, and on the westerly side of such streets and avenues, by uneven numbers.
The buildings and lots on the northerly side of streets and avenues running east and west shall be numbered by even numbers, and on the southerly side of such streets and avenues, by uneven numbers, all in accordance with the system of numbering prepared as aforesaid by the City Surveyor and on file in the office of the City Clerk/Administrator.
All buildings in the City shall be numbered in accordance with this chapter within 30 days after completion.

If the owner of any building required to be numbered in accordance with the provisions of this chapter shall fail to place the official number upon such building in accordance with the provisions of this chapter within the time fixed herein, he or she may be penalized by one or more of the following: a fine not exceeding $1,000; imprisonment for a term not exceeding 90 days; or a period of community service not exceeding 90 days.
