In the administration of the business of the City of Woodbury increased costs are incurred by reason of drafts or checks received and returned from financial institutions for insufficient funds.
To alleviate this cost of time and expense to the municipality and taxpayers, an assessment rate is necessary to be established.

For each draft or check received by the City which is returned for insufficient funds in the account, a charge and assessment shall be made in the amount of $20 per check against the payor and/or the property for which payment has been made.
In the event of nonpayment of the assessment provided in § 70-2, such amount shall be docketed and recorded as a property tax lien or sewer tax lien upon the property of the payor or such property occupied by the payor.
