The Solid Waste and Recycling Program Manager shall have the following duties and responsibilities:
To enforce all ordinances, rules and regulations promulgated and adopted by the Township Committee of the Township of Woolwich with regard to the disposal of solid waste and recyclables within the Township, including the scavenging of recyclables and prohibited littering and dumping.
Upon request by the Township Committee, to prepare bid specifications for solid waste and recycling collection proposals.
Upon request by the Township Committee, review all municipal service contracts to ensure solid waste and recycling compliance.
Advise the Township Committee with regard to markets for recovered recyclable materials and to promote and develop recovery of additional recyclable materials.
Educate the Township and heighten awareness of recycling trends, requirements and markets.
Advise the Mayor and Township Committee of the status of collection and compliance with the ordinances of the Township of Woolwich.
To act as liaison between the Township, county and state recycling officials and advise the Township Committee of applicable amendments to county and state regulations and statutes.
Submit and apply for any tonnage grants available within the State of New Jersey.
To inspect household and commercial solid waste, as permitted by law, for compliance.
Organize the daily operation and special events associated with the Township's solid waste and recycling program as permitted by the Township Committee.
Make recommendations to the Township Committee with regard to changes in regulations concerning manner, days, times and reporting of solid waste and recycling materials collected and the handling of all materials placed for municipal collection by the Township or its duly appointed agents.
The Solid Waste and Recycling Program Manager shall be able to enforce any and all ordinances adopted by the Township concerning solid waste, recycling, anti-scavenging and dumping within the Township.
The Solid Waste and Recycling Program Manager position shall be an annual appointment for a term of one year. Any appointment made other than at Township reorganization shall terminate December 31 of that year.
