The office of the Director of Community Development
for the Township of Woolwich is hereby created.
A.
Appointment and term of office. The office of Director
of Community Development shall be appointed by the Township Committee.
The term of said office shall be one year, commencing with January
1 of each year or until a successor is appointed. Should the office
become vacant during any term, it shall be filled by a similar appointment,
but for the unexpired term only.
B.
Powers and duties. The duties of the Director of Community
Development shall include, but not be limited to, the following:
(1)
The principal person responsible for administrative
and technical support of the Joint Land Use Board.
(2)
Undertake projects in the areas of community development,
land use matters, commercial development matters and general oversight
of developer's responsibilities to the Township, and any other matters
as may be assigned from time to time by the Township Committee and/or
Administrator.
(3)
Enforce the various conditions of approval imposed
by the Joint Land Use Board.
(4)
Monitor, audit and review inspections on bonded improvements
as well as charges and claims against escrow for application review
and inspection.
(5)
Initiate and enforce rules and regulations in relation
to the enforcement of ordinances.
(6)
Initiate necessary legal action against violators
of various municipal ordinances.
(7)
Prepare needed reports, establish and maintain records
and files, and assist in the promulgation of municipal ordinances.
(8)
Coordinate the efforts of the Joint Land Use Board
of Woolwich Township, and in general undertake such other duties or
responsibilities as may be imposed from time to time with regard to
said Board.
(9)
Coordinate the efforts put forth towards development
through the communication and coordination by and through the Land
Use Board, Construction Code Office, Township Engineer and professionals.
(10)
Perform any and all other duties as may be required
by the Township Committee.
The Director of Community Development shall
be paid a salary fixed and adopted by the Township Committee in the
annual Salary Ordinance.
A.
The Director of Community Development shall be appointed
on the basis of his executive and administrative qualifications. Previous
responsible, successful experience in local government and possession
of a Bachelor's Degree shall be preferred.
B.
The Director of Community Development need not be
a resident of the Township or state at the time of his appointment.
