There are hereby established specifications and standards for the paving of secondary roads in the Township of Wyckoff, County of Bergen and State of New Jersey, which shall be applicable hereafter in regard to the grading, paving, laying and opening of certain roads which are designated by the Township Committee as secondary roads upon recommendation by the Planning Board or the Board of Adjustment or such other board as may now or hereafter have jurisdiction in the matter.
In the event the Planning Board or the Board of Adjustment or such other board as may now or hereafter have jurisdiction in the matter makes such recommendation to the Township Committee that a road which is dedicated but which has not been accepted by the Township of Wyckoff by reason of the fact that same has not been paved in accordance with Township specifications be designated a secondary road, and the Township Committee determines that such unaccepted road is a secondary road, the specifications shall be those hereinafter set forth, together with such drainage improvements as shall be recommended by the Township Engineer in accordance with standards existing at the time such proposed secondary road is to be installed.
For the purpose of this article, secondary roads shall be classified as follows:
A. 
Minor streets which are used primarily for access to abutting properties.
B. 
Streets which carry traffic from minor streets to the major system of arterial streets, but shall not include the principal entrance streets of a residential development nor any streets in such development.
C. 
Certain dead-end streets which are not a part of a development.
A. 
The width of the pavement shall be a minimum of 20 feet where the grade is less than 5% and shall be a minimum of 24 feet where the grade is 5% or greater.
B. 
Asphalt curbs installed with machine especially designed for this purpose and approved by the Township Engineer shall be installed on each side of the pavement where the grade is 5% or greater. Curbs shall be six inches above the pavement. They shall be constructed on the pavement and shall be 24 feet from inside to inside at the gutter line. Curbs shall be extended from the bottom of any grade of 5% or greater to the nearest drain inlet or other stormwater outlet point.
C. 
In the case of the twenty-foot-wide pavement without curbs, the grade shall be carried away from the pavement on a positive 5% grade to the right-of-way line. In the case of the twenty-four-foot-wide pavements with curb, the grade shall be carried away from the curb on a positive 2% grade to the right-of-way line.
D. 
The pavement shall be laid on a well-drained and thoroughly compacted subgrade, which shall be constructed in accordance with Article 2.9.3 of the New Jersey State Highway Specifications.
E. 
The pavement shall consist of a modified penetration macadam course of four inches compacted thickness, constructed in accordance with Sections 3.4.1 to 3.4.3, inclusive, of the New Jersey State Highway Specifications, excepting that the stone shall be laid upon a subgrade prepared in accordance with Section 2.9.3 of the above specifications and a surface course of hot bituminous concrete, Type S.M., 1 1/2 inches in compacted thickness, in accordance with the applicable requirements of the above specifications.
