When a building is destroyed in whole or in part a billing of the account shall continue until such time as the sewer line is plugged by the owner and inspected by the Borough. Hardship destruction shall cause the billing of the account halted as of the destruction date and the Borough shall suspend billing on the account upon inspection for the plug as aforementioned. Inspection shall be completed by the Borough within 60 days.
This Borough shall have the right to access at reasonable times to any improved property which shall be served by the sewer system as shall be required for the purposes of inspection, measurements, sampling, and testing and for performance of other functions relating to service rendered by this Borough through the sewer system. Access to improved properties shall be made by this Borough or its approved agent or Engineer or upon the reasonable request of the owner of an improved property.
Vacant lots that are developed and become an improved property shall be reported as such to the Borough by the owner and the owner shall pay a hookup fee being $550 in addition to an amount calculated to be 50% of the total sewer billing amount that would have been due.[1]
