The provisions of this article shall apply except
when it is necessary to stop a vehicle to avoid conflict with other
traffic or in compliance with the directions of a police officer or
official traffic control device.
The parking of vehicles is hereby prohibited
on all public highways within this Village between the hours of 12:00
midnight and 7:00 a.m. from November 1 of each year to April 1 of
the following year.
The parking of vehicles is hereby prohibited
on all public highways within this Village for a period of longer
than 24 hours.
