Lower Saucon Township hereby agrees to intergovernmentally
cooperate with the Association of Municipal Subdivisions consisting
of the Borough of Hellertown and the Saucon Valley School District
known as the "Saucon Valley Partnership." No function, power, or responsibility
of Lower Saucon Township will be exercised through intergovernmental
cooperation with other member municipalities unless ratified by resolution
of Lower Saucon Township.
Lower Saucon Township hereby agrees to participate
in the Saucon Valley Partnership for a term commencing with the adoption
of this article.
Lower Saucon Township shall enter into an agreement
entitled "Articles of Agreement," a copy of which is attached hereto
and incorporated herein by reference, with the intent and effect Lower
Saucon Township shall be bound by the agreement.[1]

The President of Township Council and Secretary
are hereby authorized and directed on behalf of Lower Saucon Township
to execute and deliver the agreement.
The Lower Saucon Township Council is hereby
authorized to take such other action as may be necessary or appropriate
to carry out the purposes of this article and said Articles of Agreement.
The purpose of the Saucon Valley Partnership
is to meet at regular intervals to foster a cooperative effort to
resolve regional problems, to determine policies, and to formulate
plans and programs to meet regional needs. Additional purposes shall
include communication and coordination, policies and priorities, community
facilities and services, forum, regional spokesman, staff support
and regional review. Lower Saucon Township hereby pledges its support
of such purposes and further agrees to jointly cooperate in the exercise
of in the performance of its respective governmental functions, powers
and responsibilities. This pledge of intergovernmental cooperation
without further amendment to this article shall not be construed as
to delegate or transfer any functions, powers or responsibilities
to another local government or to the Saucon Valley Partnership.
Lower Saucon Township pledges such expenditures
as shall be required under the Articles of Agreement.
The Saucon Valley Partnership shall in all respects
conform with the requirements of the Intergovernmental Cooperation
Act, 53 Pa.C.S.A. §§ 2301 through 2315, and the School
Code, 24 P.S. § 5-522.
The Saucon Valley Partnership powers and authorities
shall be limited by the Articles of Agreement incorporated herein
and made a part hereof.
