"WHEREAS, Lower Saucon Township, the Borough of Hellertown, and the Saucon Valley School District have determined that it is in the best interest for the parties to provide crossing guard services for the students of the Saucon Valley School District who reside in Lower Saucon Township and in the Borough of Hellertown; and
"WHEREAS, the Intergovernmental Cooperation Law, (53 Pa.C.S.A. § 2304; 1996, Dec. 19, P.L. 1158 No. 177; § 1, as amended) permits a municipal entity to enter into a cooperative agreement with another municipal entity pursuant to an Ordinance; and
"WHEREAS, Lower Saucon Township, after conducting a public hearing, finds it is in the best interest of the Township of Lower Saucon to enter into the Crossing Guard Service Agreement with Hellertown Borough and the Saucon Valley School District. A true and correct copy of this Agreement is attached hereto and made a part hereof as Exhibit A."
Lower Saucon Township is hereby authorized to enter into a Crossing Guard Agreement with Hellertown Borough and Saucon Valley School District, a copy of said agreement is attached hereto, incorporated herein and made a part hereof as Exhibit A.[1]

The initial agreement between Lower Saucon Township, Hellertown Borough and Saucon Valley School District shall be for a period of one year. The contract shall automatically renew unless one of the parties provides written notice of termination to the other two parties at least 60 days before the expiration of the one-year period.
The charges and payments associated with the costs to institute this service are set forth in detail at Paragraphs 3 through 6 of the Crossing Guard Service Agreement, attached hereto as Exhibit A.[1]

The Borough of Hellertown shall exercise exclusive control of the crossing guard services provided to Lower Saucon Township and the Saucon Valley School District.
Lower Saucon Township, a Township of the Second Class, Optional Plan,[1] is empowered to enter into this agreement with Hellertown Borough and the Saucon Valley School District.
