No bicycle shall be ridden within the Village
of Hammondsport by any resident thereof unless the owner or person
having control or custody thereof shall first have registered said
bicycle with the Police Department of said village, shall have had
said bicycle inspected and shall have procured from the Police Chief
a metal or adhesive tag or other approved means of identification,
which shall be firmly fastened to such bicycle.

The metal or adhesive tag or other approved
means of identification shall be affixed and installed so that its
letters and/or numbers shall be clearly visible.

Registration shall be applied for on or before
the first day of August in any calendar year. Each registration shall
be valid for a three-year period from the date of issuance. Upon expiration,
it may be renewed for another three years.
The Police Chief shall not issue a license for
any bicycle when he knows or has reasonable ground to believe that
the applicant is not the owner of or entitled to the possession of
such bicycle.
The Police Chief shall keep a record of the
number of each license, the date issued, the name and address of the
person to whom issued and the number on the frame of the bicycle for
which issued and a record of all bicycle license fees collected by
him.
It shall be the duty of every person who sells
or transfers ownership of any bicycle to report such sale or transfer
within five days to the Chief of Police and to return the registration
card issued to such person as licensee thereof, together with the
name and address of the person to whom said bicycle was sold or transferred.
It shall be the duty of the purchaser or transferee of each bicycle
to apply for a transfer of registration therefor within five days.[1]

Any person, upon conviction for violation of
any of the provisions of this chapter, shall be punishable by a fine
of not more than $250 or by imprisonment for not more than 15 days,
or both. In addition, the parent or guardian of any child who knowingly
permits any such child or ward to violate any sections herein or the
New York State Vehicle and Traffic Law shall be punished as provided
in § 1230 and related provisions of the New York State Vehicle
and Traffic Law.
