These regulations shall be known and cited as "Local Law No. 3-1990 of the Village of Hammondsport."
These regulations shall be administered by the Planning Board, with its office for this purpose in the village offices in the Municipal Building. The Board shall appoint a Clerk, to serve at the Board's pleasure, who shall perform the duties set forth herein.
By the authority of the resolution of the Village Board of the Village of Hammondsport adopted on July 29, 1977, pursuant to the provisions of the State of New York, the Planning Board of the Village of Hammondsport has been authorized and empowered:
A. 
To approve plats showing lots, blocks or sites, with or without streets or highways.
B. 
To modify provisions of any zoning law simultaneously with the approval of any plat, subject to conditions hereinafter set forth, so as to allow flexibility in land development in such a manner as to promote the most appropriate use of land, facilitate the economical provision of public services and protect the environmental benefits of open land.
C. 
To approve the development of entirely or partially undeveloped plats already filed in the office of the Clerk of the County of Steuben.
D. 
To approve preliminary plats.
E. 
For the proper exercise of such authority, to adopt regulations setting forth procedures and standards governing the preparation, review, approval and development of subdivision plats in the Village of Hammondsport.
It is declared to be the policy of the Planning Board of the Village of Hammondsport to consider subdivision plats as part of a plan for the orderly, efficient and economical development of the village. This means, among other things, that:
A. 
Land to be subdivided shall be of such character that it can be used safely for building purposes without danger to health or peril from fire, flood or other menace.
B. 
Proper provision shall be made for drainage, utilities, water supply, sewerage and other needed improvements.
C. 
All proposed lots shall be so laid out and of such size as to be in harmony with the development pattern of the neighboring properties and to be in conformity with requirements of the Zoning Law known as "Local Law No. 1-1986 of the Village of Hammondsport, New York."[1]

D. 
The proposed streets shall compose a convenient system conforming to the Official Map dated July 29, 1986, shall be properly related to the proposals shown on the Comprehensive Development Plan and shall be of such width, grade and location as to accommodate the prospective traffic, facilitate fire protection and provide access of fire-fighting equipment to buildings.
E. 
Proper provision shall be made for open spaces for parks and playgrounds.
