No structure, vehicle or object equal to or larger than the dimensions specified in MGL c. 90, § 19, shall be permitted on any public highway, private way laid out under authority of statute or any way or place customarily used by the public for purposes for which a public way is generally used in the Town or County of Nantucket, without a permit issued by the Select Board or its authorized representative. Such a permit may only be granted if the following criteria have been met:
A. 
The applicant demonstrates that arrangements are in place such that if harm to abutters or abutters' property occurs, then prompt reimbursement or repair to the satisfaction of the owner shall take place;
B. 
Permission of the abutters has been obtained if travel will occur over a private road;
C. 
Permission of all parties along public roads whose property will be crossed over has been obtained;
D. 
Mover's insurance coverage has been obtained;
E. 
The mover's licensed construction supervisor will be at the scene during the move;
F. 
Provisions for the protection of utility wires have been made; and
G. 
No adverse environmental impact shall occur.
