No person, corporation, company, partnership, or association within
the Town of New Windsor shall make any noise, or outcry, use, sound or operate,
or cause the same to be sounded or operated, any of the things or devices
defined herein, for the purpose of advertising wares or inviting the patronage
or attention of any person for or to any business or any vehicle or rides
whatsoever.
A.
No musical instrument of any sort shall be played or any mechanical
device, machine or apparatus or instrument for the intensification of the
human voice or any music, sound or noises, including radios and televisions,
shall be played, used, operated or caused to be played, used or operated by
any person, corporation, company, partnership or association engaging in any
business within the Town limits, in such a manner that the same interferes
with the reasonable peace and enjoyment of the occupants of adjacent or nearby
residential properties.
B.
No person owning or occupying property within a residential area
shall operate or allow to be operated by him or her on said property any sound-amplification
device, musical instrument or game, activity, recreational or athletic device
or activity in such a manner that the same interferes with the reasonable
peace and enjoyment of the occupants of adjacent or nearby residential properties.
This chapter shall not apply to the Firemen's Carnival, church bells
and church carillons.
Violation of this chapter is declared to be a municipal infraction.
