There is hereby established and hereby confirmed
the position of Coordinator of the Recycling Program of the Borough
of Emerson, Bergen County, New Jersey, which shall have the powers
and perform the duties herein set out:
A.
The Coordinator of the Recycling Program, hereinafter
called the "Coordinator," shall oversee and supervise the recycling
program of the Borough of Emerson, Bergen County, New Jersey. The
Coordinator shall perform such duties as, from time to time, may be
assigned or designated to him by the Mayor and Council, or any committee
thereof or any member thereof, within such committee's or member's
appropriate jurisdiction.
B.
The Coordinator shall, in the performance of all duties,
act under the direct and immediate control and supervision of the
Mayor and Council and/or any committee or member thereof within its
appropriate jurisdiction.
C.
The Coordinator shall make a continuing study of the
operations of the recycling program of the Borough of Emerson and
report, from time to time, his findings and recommendations for improvement
of the recycling program to the Mayor and Council.
D.
It shall be the responsibility of the Coordinator
to educate the citizens of the Borough of Emerson with respect to
its recycling program.
E.
The Coordinator shall protect the Borough's interest
and see that all contracts and agreements with the recycling program
of the Borough of Emerson are properly performed and shall report
violations or apparent violations thereof to the Mayor and Council
for its action.
F.
The Coordinator shall attend a meeting and/or session
of Mayor and Council, when required, and advise the Mayor and Council
of any facts or information he may have on any subject under discussion
concerning the recycling program. The Coordinator shall also advise,
promptly, the Mayor and Council of any fact, event or occurrence wherein
the Borough's interests are or may be affected.
G.
The Coordinator shall also serve as the liaison of
the Mayor and Council to any and all public or private interest groups
who may be involved with the recycling program of the Borough of Emerson,
County of Bergen, State of New Jersey.
The office set out herein shall hold office
from January 1 to December 31, and appointments for vacancies shall
only be for the unexpired term.
The office set out herein shall be appointed
by the Mayor of the Borough of Emerson with the consent of the Borough
Council.
The office set out herein shall be paid compensation
at such rates as the Mayor and Council of the Borough of Emerson shall
fix from time to time pursuant to law.[1]
The term and compensation of the office first
appointed under this article shall commence on May 25, 1982.
