No person shall detain or fail to return any book or article borrowed from the Emerson Free Public Library of the Borough of Emerson contrary to the rules and regulations of said Free Public Library after 30 days have elapsed from the date of posting by certified mail, return receipt requested, of a notice demanding return thereof, addressed to said person at the last address furnished to the library.
No person shall willfully or maliciously cut, tear, deface, disfigure, damage or destroy any book or other article, or any part thereof, which is owned by or is in the custody of such library.
No person, with intent to defraud, shall register or furnish a false name or address or use any card other than the one issued to said person for the purposes of borrowing any book or article from said library.

Any person who violates or refuses to comply with the regulations and provisions of this article shall, upon conviction thereof, be subject to a fine not to exceed $50 for the first offense. For a second or subsequent violation, he or she shall be subject to a fine not to exceed $100 or be imprisoned in the county jail for a term not to exceed 10 days, or both, in the discretion of the Judge before whom such conviction is obtained.
In addition to any fines imposed herein, where an individual fails to return library property, the individual shall be responsible for the full purchase price of a replacement, and said amount shall be due even in the event the library determines not to replace the property.
The terms "free public library," "library" and "Emerson Free Public Library," as utilized herein, shall include any public library which cooperates with the Emerson Public Library and any public library which provides members of the Emerson Free Public Library with borrowing privileges.
A violation of the rules and regulations of any library cooperating with the Emerson Free Public Library or providing borrowing privileges to members of the Emerson Free Public Library shall be a violation of this article.
