The Mayor and Council may, from time to time, as provided
by and according to the statutes of New Jersey, on its own motions
or on petition, after a public hearing, amend, supplement or change
the regulations and districts herein established and adopt rules and
regulations for the purpose of interpreting and carrying this chapter
into effect. Every such proposed amendment, supplement or change shall
be referred by the Mayor and Council to the Land Use Board for approval,
disapproval or suggestion. The Land Use Board shall have a reasonable
time of not less than 30 days for consideration and report and, in
the case of an unfavorable report by the Land Use Board, such amendment
shall not become effective except by a favorable vote of 2/3 of the
governing body.

All amendments to this chapter and to the Zoning Map,
which forms a part hereof, shall be adopted in accordance with the
provisions of the New Jersey Statues Annotated, Title 40, Chapter
55D, as amended.

In the interpretation and the application of
the provisions of this chapter, such provisions shall be held to be
the minimum requirements for the promotion of the health, safety,
morals and general welfare. It is not intended to interfere with or
abrogate or annul other rules, regulations or ordinances, provided
that where this chapter imposes a higher standard, the provisions
of this chapter shall apply.
