A narcotic guidance council is hereby created in the City of Gloversville
which shall be known as the "Gloversville Narcotic Guidance Council."
The Narcotic Guidance Council shall develop a program of community participation
regarding the control of the use of narcotics at the local level. Such Council
shall direct itself toward accomplishing the following:
A.
Make immediately available to the community, basic knowledge
acquired in the field of drug use especially by youth.
B.
Create a climate in which persons seeking assistance
in coping with narcotics problems can meet, without embarrassment, with responsible
individuals or agencies in a position to render assistance.
C.
Authorize persons approved by the Narcotic Guidance Council
to contact and counsel persons within the community suspected of using narcotics
or those persons allegedly having knowledge of such usage.
D.
Cooperate with state, county and federal narcotics commissions
and agencies in bringing local and community trouble areas to their attention.
The Narcotic Guidance Council shall consist of not less than three (3)
nor more than five (5) members who shall be appointed by the Common Council
for a term not exceeding three (3) years and shall include at least one (1)
clergyman, one (1) attorney and one (1) physician.
The presiding officer or Chairman of the Narcotic Guidance Council shall
be designated by the Common Council from among the members so appointed to
the Narcotic Guidance Council. The Common Council shall have authority to
remove any member of said Narcotic Guidance Council so appointed, for cause,
after a public hearing if requested. A vacancy shall be filled for the unexpired
term in the same manner as an original appointment. The Common Council may
provide for compensation to be paid to the members of the Narcotic Guidance
Council and is also empowered and authorized to make such appropriation as
it may see fit for such expenses incurred by the Narcotic Guidance Council.
Such Council may appoint such clerks and other employees as it may from time
to time require with the approval of the Common Council. The services and
expenses of the Narcotic Guidance Council shall not exceed the appropriation
that may be made therefor by the Common Council.
