GENERAL REFERENCES

A. 
Establishment. The administration of the health laws and ordinances of the Borough of Monaca and, where applicable, the health laws of the Commonwealth of Pennsylvania shall be enforced by the Monaca Borough Board of Health and, when instructed to do so, through a Health Officer who shall be appointed by the Borough Council of the Borough of Monaca.
B. 
Experience/certification. The Health Officer shall have some experience or training in public health work in accordance with the rules and regulations established by the Advisory Health Board of the State Department of Health and shall not enter upon the performance of his/her/its duties until certified to do so by the State Department of Health.
C. 
Remuneration. The Health Officer shall receive remuneration for services rendered in accordance with a schedule adopted from time to time by the Board of Health and ratified by resolution of the Borough Council of the Borough of Monaca.
D. 
Oath. The Health Officer shall take and subscribe to the oath prescribed for Borough Council members, together with such loyalty oath as is prescribed and required by law.
E. 
Term. The Health Officer shall serve for a period until such time that a successor is appointed.
F. 
Powers. The Health Officer shall have:
(1) 
The same power and exercise the same authority as is prescribed for the Board of Health and shall have the power and authority of a policeman in the performance of his/her/its duties.
(2) 
Pursuant to an order of the Board of Health, the power to enter at any time upon any premises in the Borough of Monaca upon which there is suspected to be any infectious or contagious disease or nuisance detrimental to public health for the purpose of examining and abating the same.
G. 
Duties. The Health Officer shall have the following duties:
(1) 
Perform all duties as are vested in local health officers by state laws and regulations.
(2) 
Attend all stated and special meetings of the Board of Health.
(3) 
Attend, when requested, stated or special meetings of the Borough Council of the Borough of Monaca.
(4) 
At all times be ready and available for the prompt performance of official duties.
(5) 
Make sanitary inspections.
(6) 
Execute the orders of the Board of Health in pursuance of the Board's lawful powers.
(7) 
Execute orders of the Board of Health directing the removal or abatement of any nuisance or a menace to public health.
(8) 
Before the commencement of the fiscal year, submit an estimate of the probable expenditures for the ensuing year.
(9) 
In the month of January of each year, submit a written report of the appropriations and expenditures of the preceding year, together with such other information on subjects relative to the sanitary conditions or requirements of the Borough as the Board of Health and Borough Council of the Borough of Monaca deem necessary.
(10) 
Cooperate with the County of Beaver, State Department of Health and any other city, borough or township in the enforcement and administration of its health laws.
Each person or business entity at the time of submission of an application shall pay a permitting fee which shall be in accordance with a schedule adopted from time to time by resolution by the Borough Council of the Borough of Monaca.[1]
