This article is enacted in the interest of the health, safety and welfare of the residents of the Borough of Monaca and for the prevention of unauthorized use of the Allaire Park grounds.
A. 
The aforesaid Allaire Park grounds shall be, from May 1 of each year through and including the second Sunday of the month of September of each year, open for use between the times of 9:00 a.m. (opening time) and 11:00 p.m. (closing hour).
B. 
The aforesaid Allaire Park grounds shall, between the Monday following the second Sunday of September of each year up to and including April 30 of each year, be open from 9:00 a.m. until sunset. Sunset shall be determined as the time as set forth by the Pennsylvania Game Commission hunting regulations.
The aforesaid Allaire Park grounds opened during the aforementioned times as set forth in § 157-2 shall be for use of Monaca residents and their guests only.

Only four-wheeled licensed motor vehicles and two-wheeled man-powered bicycles shall be permitted to operate on the grounds, roads, ways and lots of said Allaire Park grounds. There shall be no two-wheeled motor vehicles or any motorized recreational vehicles allowed. This shall include but not be limited to quads or individual all-terrain vehicles, mopeds, scooters, motorcycles, motorbikes, snowmobiles and powered sleds. All motor vehicles and/or human-powered bicycles shall observe the maximum speed limit of five miles per hour.
Allaire Park shelters must be reserved in advance in order to be used by any qualified citizen. Said reservation must be made with the Recreation Director of the Borough of Monaca. All persons reserving said park shelters must have attained the age of 21 years. Those persons acquiring said reservations must ensure to the Recreation Director that the shelter is left in a clean and tidy condition. Any damages caused to the shelter by the reserving party and his or her guests shall be the sole responsibility of that person holding the reservation.
At no time shall there be open fires permitted within the confines of the aforesaid Allaire Park. Charcoal fires kindled for the purpose of outside barbecues shall be permitted.
No glass beverage containers are permitted within the aforesaid Allaire Park.
There shall be absolutely no pets permitted within the confines of the Allaire Park grounds. The word "pets" shall include dogs, cats and other animals governed by Chapter 88, Animals.

Any person or persons violating any of the provisions of this article shall, upon conviction thereof, shall be punishable as provided in Chapter 1, Article II, Code Enforcement.
