A. 
Pursuant to powers granted by the General Assembly of Pennsylvania contained in Act No. 62, 53 P.S. § 1-101 et seq., the residents of the Borough of Norristown, Montgomery County, have elected to be governed under the Mayor/Council Charter Plan, commencing January 6, 1986.

B. 
This chapter is hereby adopted by the Council as the Administrative Code of the borough to effectuate such adoption and to provide the residents of the Borough of Norristown a progressive, efficient, economical and responsive government.
C. 
It is the purpose and intent of this chapter, in keeping with the Home Rule Charter and Act No. 62 of 1972,[1] to permit the broadest powers of local self-government consistent with the Constitutions of the United States and the Commonwealth of Pennsylvania and with the Charter law itself, and the provisions of this chapter are intended to be read and interpreted in accordance with such purpose.

This chapter shall be known and may be cited as the "Administrative Code of the Borough of Norristown, Montgomery County, Pennsylvania."
Unless otherwise expressly stated, the following words and phrases shall be construed in this Administrative Code to have the meanings indicated:
ACT NO. 62
The Home Rule Charter and Optional Plans Law, Act No. 62 of 1972 (P.L. 184), as amended.[1]
ADMINISTRATIVE CODE
The Administrative Code of the Borough of Norristown, as enacted by and embodied in this chapter, and any and all amendments thereto.
ADVISORY
The function of gathering facts and making recommendations to the Council, the Mayor or the Administrator or as otherwise designated in this Administrative Code or general law.
BOROUGH
The Borough of Norristown, Montgomery County, Pennsylvania.
BOROUGH SECRETARY
The Secretary referred to in Section 1246 of Act No. 62[2] and the Secretary referred to in Article VII of this Administrative Code.
COMMITTEE MEETING
Where a committee of the Council meets to discuss and recommend legislative or other action to the Borough Council.
COUNCIL
The seven-member Council of the Borough of Norristown, Montgomery County, Pennsylvania, being the elected body which, acting as a whole, exercises the legislative powers of the borough.
COUNCIL MEETING
The regularly scheduled or special meeting where the Borough Council can take official action.
DEPARTMENT HEAD
The administrative officer of the applicable administrative department.
GENERAL LAW
The Constitution of Pennsylvania and the Acts of the General Assembly of Pennsylvania which are uniform and applicable throughout the commonwealth.
LAW
The Constitution of the United States of America and acts of the Congress of the United States.
MAYOR
The Mayor of the Borough of Norristown, Montgomery County, Pennsylvania, charged with the duty and authority to enforce the laws and carry out borough policy as set forth by the Council.
MUNICIPAL ADMINISTRATOR
The individual in charge and responsible for the administrative management of the borough and in whom the administrative power of the borough shall be vested.
MUNICIPAL ELECTION
The election required by the Constitution of Pennsylvania. See the Home Rule Charter, Section 306.
MUNICIPAL or MUNICIPALITY
The Borough of Norristown, Montgomery County, Pennsylvania.
ORDINANCES
The ordinances or laws of the Borough of Norristown, Montgomery County, Pennsylvania, including this Administrative Code.
PERSON
Any individual, partnership, association or corporation.
PUBLISH
To print in a newspaper of general circulation in the borough.
RESIDENCE
A place where a person has his/her true, fixed and permanent home.
