Committees may be established, as may be needed
from time to time, by the President of Council.
No committee designated shall perform any legislative
act which is binding upon or enforceable against the borough.
Actions approved at committee meetings shall
appear on the agenda of the following Council meeting.
Standing committees shall consist of at least
four Council members.
The President of Council shall:
A.
Appoint Council members as the members of standing
committees of the Council.
B.
Fill vacancies on standing committees.
C.
Remove any member of a standing committee of the Council.
D.
Add additional members to any standing committee.
E.
Designate the Chair of each standing committee of
the Council.
A.
Committee meetings. The Council committees shall meet
on the third Tuesday of each month, or the next day in the event of
a legal holiday, at 7:00 p.m., or any other designated time, or on
the day established by the Council at the organization meeting for
the ensuing year. The meetings shall be held at the Borough Hall or
at such other place and time as the Council may from time to time
designate. If no quorum is present, a majority of those present may
agree upon another date for a meeting. The Council shall give public
notice of the date and time of all committee meetings and special
committee meetings. All committee meetings of the Council shall be
held in compliance with applicable provisions of the Home Rule Charter,
this Administrative Code and general law.
B.
The public shall be provided the opportunity to address
the committee on any agenda item by giving notice of intent to the
Clerk of the Council. In instances where the agenda has been amended,
the President shall afford the opportunity for public comment. The
public shall be heard during the appropriate agenda item but prior
to committee action thereon.

C.
Public discussion on any agenda item shall be limited
to 10 minutes. At the discretion of the Chair, the ten-minute limit
may be increased.
D.
Any person making offensive, insulting, insolent,
slanderous or obscene remarks or who becomes boisterous or who makes
threats against any person or against public order and security while
in the Council meeting room shall be forthwith barred by the Chair
from further audience at the meeting.
E.
The Chair may provide for a Sergeant at Arms to carry
out instructions given to him/her for the purpose of maintaining order
and decorum in the Council meeting room.
F.
All official records and files of each Council committee
meeting shall be kept in the office of the Borough Secretary and shall
be part of the public record.
G.
Agenda.
(1)
The proposed agenda for any committee meeting of the
Council shall be prepared by the Municipal Administrator at the direction
of the President of Council or the Committee Chairperson.
(2)
The proposed agenda for any stated meeting shall be
forwarded to all members of the Council and shall be available to
the public at least three days prior to any stated monthly meeting
of the Council and 24 hours prior to any special meeting of the Council.
In addition, the agenda for all meetings of the Council shall be posted
in Borough Hall.
(3)
Cablevision shall be requested to display Council
meeting notices.
(4)
The title of any ordinance or resolution to be considered
shall be published as part of the agenda.
