A. 
The Planning Commission shall consist of seven members, one of whom may be a member of Municipal Council at the time at which he or she is appointed, all of whom shall be citizens of the Municipality of Norristown, Pennsylvania. In the event that the term of office of a Council person ends during his or her term on the Planning Commission, the next available appointment to the Planning Commission may be a sitting member of Council. Municipal Council may appoint the Municipal Planning Director to be a member of the Planning Commission.

B. 
Except as provided herein, the terms of office of the members shall be four (4) years or until a successor is appointed.
C. 
In the event of vacancies, the Mayor, with the approval of the Council, shall appoint a member to fill the unexpired term.

D. 
Members whose terms have expired shall hold office until their successors have been appointed.
E. 
Expiration of terms.

(1) 
As of December 31, 2010, three members’ terms of the Planning Commission expired. One of these members shall have a term of one year such that it expires on December 31, 2011. Thereafter, this same member’s position shall have a term of four years. The remaining two members whose terms expired on December 31, 2010 shall have terms of four years.
(2) 
There are three members whose terms expire on December 31, 2012. When their terms expire, two of these members’ positions shall have terms of four years and the remaining member’s position shall have a term of one year, and thereafter, a term of four years.

The Planning Commission shall review and report to the Borough Council and/or the appropriate governing body on:
A. 
All applications for:
(1) 
Proposed subdivision plans.
(2) 
Proposed land development plans.
(3) 
Zoning change requests.
(4) 
Requests for variances and special exceptions.
B. 
Special projects where the Borough Council has specifically requested the Commission to review and report to the Borough Council on the special projects.
The Planning Commission shall have the right to adopt rules and regulations governing the conduct of business by the Planning Commission and shall also have the right to establish a procedure for matters handled before the Planning Commission.
In performing its functions, the Planning Commission shall have the power to hold public hearings and meetings. In addition, the Planning Commission shall maintain and keep on file records of its actions. All records and files of the Planning Commission shall be in the possession of the governing body.
A. 
The Planning Commission may, with the consent of the Borough Council, accept and utilize any funds, personnel or other assistance made available by the borough, Montgomery County, the Commonwealth of Pennsylvania or the Federal Government or any of their agencies or from private sources.
B. 
The governing body may enter into agreements or contracts regarding the acceptance or utilization of funds or assistance in accordance with the governmental procedures of the Borough of Norristown.
