All dwelling houses, stores and other buildings
fronting on any of the public streets of the borough shall be numbered
in the following manner:
A.
All such dwelling houses, stores and other buildings
fronting on streets running northeast and southwest, or in the same
direction and parallel with Powell and DeKalb Streets, shall be numbered,
commencing at the Schuylkill River, 1, 3, 5, etc., on the northwest
side and shall be numbered with the even numerals 2, 4, 6, etc., on
the southeast side thereof. All such dwellings between the Schuylkill
River and Washington Street shall be numbered northeastwardly between
1 and 100; all such buildings between Washington Street and Lafayette
Street shall be numbered between 100 and 200; all between Lafayette
Street and Main or Egypt Street shall be numbered by the numerals
between 200 and 300; and continuing on northeastwardly, 100 being
added to the actual number of each dwelling northeast of the following
streets: Penn, Airy, Marshall, Chestnut, Oak, Jacoby, Elm, Beech or
Spruce, James or Basin, Sterigere, Wood, Fornance, Freedley, Brown,
Roberts, Logan and Ellis Streets.
B.
All such dwelling houses, stores and other buildings
fronting on streets running northwest and southeast, or in the same
direction and parallel with Egypt or Main Street and Marshall Street,
shall be numbered as follows:
(1)
Commencing at Swede Street, and at Markley Street
after it is intersected by Swede Street, as a common center, all such
dwellings shall be numbered northwestwardly between Swede Street and
Cherry Street by the numbers between 1 and 100; between Cherry Street
and Barbadoes Street by the numbers between 100 and 200; between Barbadoes
Street and Markley Street by the numbers between 200 and 300; between
Markley Street and Astor Street by the numbers between 300 and 400;
between George Street and Kohn Street by the numbers between 600 and
700; between Kohn Street and Haws Avenue by the numbers between 700
and 800; and continuing on northwestwardly, 100 being added to the
actual number of each dwelling northwest at the following streets:
Chain Street, George Street, Haws or Cottage Avenue, Stanbridge Street,
Noble Street, Buttonwood Street, Hamilton Street, Kohn Street and
Selma Street. Such numbers shall be designated as North Main or Egypt
Street, North Marshall Street, etc., with the odd numerals 1, 3, 5,
etc., on the northeast side of such street and the even numerals 2,
4, 6, etc., on the southwest side thereof.
(2)
All such dwellings shall be numbered southeastwardly
between Swede and DeKalb Streets by the numbers between 1 and 100;
between DeKalb and Green Streets by the numbers between 100 and 200;
between Green and Arch Streets by the numbers between 200 and 300;
and continuing on southeastwardly, 100 being added to the actual number
of each dwelling southeast of the following streets: Walnut Street,
Franklin or Violet Street, High or Ford Street, Tremont Avenue, Newhope
Street and Marcy Street. Such numbers shall be designated as South
Main or Egypt Street, South Marshall Street, etc., with the odd numerals
1, 3, 5, etc., on the northeast side of such street and the even numerals
2, 4, 6, etc., on the southwest side thereof.
A.
It shall be the duty of the owners and/or occupiers of all dwelling houses, stores and other buildings required to be numbered as provided in § 219-1 to have such numbers affixed in a conspicuous place over or immediately next to the entrance of said property. The numbers shall be of such size, shall be constructed of such materials and shall be visible to persons standing in the cartway immediately in front of the property. In case any difficulty shall arise as to the proper numbers, the same shall be referred to the Police Chief or Fire Chief, who are hereby appointed, authorized and required to superintend the execution and carrying into effect of this chapter and to designate the proper numbers in case of dispute.

B.
Where there is more than one (1) building in a multiple-unit
complex, the owners and/or operators of such complex shall place a
map or diagram of the buildings in the complex in a conspicuous place
at the entrance to the complex. The map or diagram shall be constructed
of such materials to withstand weathering and shall identify the units
and buildings in the complex.

Any person or persons, corporation, partnership
or other entity whatsoever violating any of the provisions of this
chapter shall, upon conviction, be sentenced to pay a fine not to
exceed the maximum fine of $600, plus costs of prosecution, and in
default of payment of such costs and prosecution, shall be sentenced
to imprisonment for a term not exceeding 30 days; provided, however,
that if the District Justice determines that the defendant is without
the financial means to pay the fines and costs immediately or in a
single remittance, such defendant shall be permitted to pay the fines
or costs in installments and over such periods of time as the District
Justice deems to be just.
