[Adopted 4-6-1982 as Ch. 174, Art. I, of the 1981 Code]
As used in this article, the following terms shall have the meanings indicated:
HOUSE SEWER
Includes the conduits from main or lateral sewers into and upon the private premises on either side of the highway or alley and all plumbing and interior conduits within the private premises through which flow discharges into borough sewers.
SEWER SYSTEM
Includes the main conduit with its appurtenant lateral conduits to the curbline and necessary accessories.
The sewers of the borough are of the following four (4) classes:
A. 
Sanitary sewers, exclusively for liquid house wastes, including cellar overflows.
B. 
Storm sewers, for highway, alley, gutter and rainwater drainage exclusively.
C. 
Combination sewers, combining the functions of both of the preceding classes.
D. 
Trunk sewers, for conveying the discharge of sanitary sewers to the sewage treatment plant.
Records and drawings of the location of main sewers, branches, Y's or laterals located within the highways or alleys shall be prepared by the Borough Engineer and kept on file in his office.
The house sewer shall be constructed so as to meet the sewer at the position of the Y-branch as located on the plans and drawings of the Borough Engineer. The cover of the Y-branch on the sewer shall be carefully removed so as not to injure the socket. The pipe shall be laid on an even grade of not less than one-fourth ( 1/4) of an inch to the foot, except by special permission from the Borough Engineer, in which case provision shall be made for regular and efficient flushing. Curved pipe shall be used for deflection from a straight line of more than six (6) inches in two (2) feet. All connections with any sewer, drain, soil pipe, waste pipe, water service pipe or any other pipe connected thereto shall be made under the supervision of a plumber who shall be registered in the office of the Plumbing Inspector.

A. 
Before any private drain or sewer shall be connected with the sewer system, the owner of the private drain or sewer shall satisfy the Borough that such private drain or sewer conforms to all rules and regulations of the Borough. No open gutters shall be connected with any sanitary sewer, nor shall cesspools or privy vaults be connected with any sewer or drain. Rainwater conductors shall not be connected with the sanitary sewer system.
B. 
The Borough shall have the power to stop and prevent from discharging into the sewer system any private sewer or drain through which substances are discharged which are liable to injure any part of the sewer system or the sewage treatment plant or that will obstruct the flow of sewage or be detrimental thereto. The Borough shall make such rules and regulations and enforce the same as are necessary to dispose of its wastes.
A. 
Any owner of property abutting on or adjoining any street or alley in which a sewer is located shall make a connection with such sewer for the purposes of discharging all household drainage and waste matter.
B. 
Such owner shall be given forty-five (45) days' notice of the provisions of this section requiring such sewer connection, and, upon failure to make such connection, the borough may make the same and collect the cost thereof from the owner by a municipal claim or in an action of assumpsit.
No person shall injure, break or remove any portion of any manhole, lamp hole, flush tank or catch basin or any other part of the sewer system.
No person shall throw or deposit or cause to be thrown or deposited in any sewer opening or receptacle connecting with the sewer system any garbage, offal, dead animals, vegetable parings, ashes, cinders, oil, rages or any other matter whatsoever, except feces, urine, the necessary water closet paper, liquid house or mill slops and water, nor place or suffer to be placed any bulky substance in any sewer opening or in the house connection or private drains connecting with any main or lateral sewer or any substance having a tendency to obstruct free flowage in such sewer or to damage it in any way.
The Borough Council or its authorized agents, such as the Borough Engineer, the Board of Health and the Plumbing Inspector, and each or all of them, shall have the power to stop and prevent from discharging into the sewer system any private sewer or drain through which substances are discharged which are liable to injure any part of the sewer system or the sewage treatment plant or that will obstruct the flow of sewage or be detrimental thereto.
