There shall be imposed on the real property owners of Patterson Township an annual assessment for fire protection.

A. 
The assessment shall be levied annually against the real property owners within the Township in the amount of $24 per residential dwelling or commercial establishment located at the real property, whether said dwelling or establishment is occupied or unoccupied.
B. 
The assessment shall be levied at $24 per unit against property owners of apartment complexes. They will be charged per unit, occupied or unoccupied.

All such assessments for fire protection will be billed in monthly installments of $2 per month. The assessment will be listed and printed on the same notice containing the monthly sewer bill. The due date will be the same as that of the sewer bill.
The following procedures are hereby authorized for the collection of the fire protection assessment imposed herein:
A. 
Interest. Any fire protection assessment not paid within 30 days from the due date shall bear interest at the rate of 6% per annum until paid.
B. 
Penalties. Any fire protection assessment not paid by the due date shall bear a penalty of 5% of the amount due.
C. 
Liens. Any fire protection assessment unpaid for a period of six months from the due date shall be subject to the filing of a municipal claim in favor of the Township with the Prothonotary of Beaver County. In the event of the filing of such lien, the debtor shall be required to pay the cost of the same, including the cost of satisfaction.
D. 
Where an owner has two or more properties against which there is an assessment for the same year, all such properties may be embraced in one claim.
A. 
The funds so collected pursuant to this assessment shall be kept in a separate account and shall be paid out only upon orders signed by the Chairman of the Township Commissioners and attested by the Township Secretary.
B. 
The funds shall be used specifically to purchase or contribute to the purchase of fire engines and fire apparatus; for the use of the Township to appropriate moneys to fire companies located therein for the operation and maintenance thereof; and for purchase and maintenance of fire apparatus; and for the construction, repair and maintenance of fire company house(s), in order to secure fire protection for the inhabitants of the Township.
An annual report of the expenditures of such appropriated moneys shall be made to the Township Commissioners for each completed fiscal year of the Township by such fire companies, verified by an officer thereof, before any further payments shall be made to such fire companies out of appropriations for any current fiscal year.
