The C-1 Local Commercial District is intended to provide sites for general shopping, commercial service activities and business and professional facilities, together with limited multiple-family dwellings as may be appropriate without interfering with the basic commercial functions of the area. These developments are intended to serve local residents and those of the immediate surrounding communities. This district is intended to ensure adequate light, air, open space and other amenities appropriate to the maintenance of safety and to generate qualities conducive to viable commercial operations.
A. 
The following uses shall be permitted:
(1) 
Business and professional offices.
(2) 
Municipal buildings, offices and service facilities.
(3) 
Personal services such as (but not limited to) barber and beauty shops, shoe repair, minor appliance repair, eye care and similar services.
(4) 
Restaurants.
(5) 
Retail stores and shops.
B. 
Permitted uses shall not include the raising, boarding, breeding, keeping or permitting of any livestock or poultry or any animals other than household pets on the premises.

A. 
The following accessory uses shall be permitted in conjunction with authorized uses in the C-1 District: uses which are customarily incidental and accessory to permitted or conditional uses and necessary for the operation thereof.
B. 
Accessory uses shall not include the raising, boarding, breeding, keeping or permitting of any livestock or poultry or any animals other than household pets on the premises.

The following conditional uses may be permitted, subject to the issuing of a conditional use permit in accordance with the provisions of Article XIV of this chapter and the standards and criteria listed herewith:
A. 
Multidwelling apartment structures, pursuant to the following standards and criteria:
(1) 
Minimum lot area, lot width, front yard, rear yard and maximum building coverage of the site shall meet all the requirements specified for the C-1 District.
(2) 
Minimum side yard width on each side of the lot shall be 15 feet.
(3) 
No structure shall exceed three stories or 50 feet in height.
(4) 
Off-street parking shall be provided at the rate of two spaces for each dwelling unit. Said parking spaces shall be reserved and separate from parking facilities supplied for any on-site or adjacent commercial activity.
(5) 
Retail commercial, service commercial, business offices and professional offices may be established in multidwelling structures as conditional uses, provided that they do not occupy more than the ground floor level of the structure. Under all circumstances, no more than 33% of the gross floor area of the structure shall be used for nonresidential use.
B. 
A group residential facility may be permitted in the C-1 Local Commercial District pursuant to the standards and criteria listed in § 190-30C.

C. 
Keeping of horses, pursuant to the requirements specified in § 190-13C of this chapter.

D. 
Auto-related sales and service, pursuant to the following standards and criteria:

(1) 
All repair or servicing shall take place within a permanent structure on the property;
(2) 
No outside storage of parts or equipment shall be permitted;
(3) 
Hours of operation shall be restricted to 9:00 a.m. to 7:00 p.m., Monday through Friday, 9:00 a.m. to 5:00 p.m. Saturday, and closed Sunday;
(4) 
No more than 20 motorized vehicles for sale shall be permitted to be parked on the lot at any one time.
(5) 
All painting must be performed within an approved paint booth that meets all applicable local, state and federal regulations.
(6) 
There shall be a minimum setback of 15 feet from all property lines or right-of-way lines. Where the property borders intersecting roadways, the setback must satisfy all applicable sightlines as required by applicable Pennsylvania Department of Transportation guidelines.
The following uses may be permitted as special exceptions, subject to approval by the Zoning Hearing Board, in accordance with the provisions of Article XV of this chapter and the standards and criteria listed herewith:
A. 
Filling stations and commercial garages, provided that:[1]
(1) 
All handling of fuel and materials used in the conduct of the business is carried out in accordance with legal and accepted safety standards.
(2) 
Ingress and egress are designed in a manner to limit or prevent the creation of hazardous traffic conditions in the vicinity in which the business is situated.
(3) 
All repair and servicing, except for fuel dispensing, shall take place within a completely enclosed building.
(4) 
No outside storage of parts or equipment shall be permitted.

The following lot, area and dimensional requirement shall apply in the C-1 District:
A. 
Minimum lot area shall be 4,500 square feet.
B. 
Minimum lot width shall be 30 feet at the building line.
C. 
Minimum front building line setbacks shall be 15 feet.
D. 
Minimum side yard width on each side of the lot shall be 15 feet. The minimum side yard width on the street side of a corner lot shall be 20 feet.

E. 
Minimum rear yard depth shall be 20 feet from the rear lot line.
F. 
Not more than 35% of the total site shall be covered by structures.
G. 
No structure shall exceed three stories or 50 feet in height.
