Words and phrases, when used in this chapter, shall have the meanings ascribed to them in the Vehicle Code of Pennsylvania,[1] as now in force or as hereafter amended, enacted or reenacted, except in those instances where the context clearly indicates a different meaning. The singular shall include the plural and the masculine shall include the feminine.

All traffic and parking regulations of a permanent nature shall be enacted as ordinances or as parts of ordinances or as amendments to ordinances of the Borough of Pen Argyl.
A. 
The Mayor shall have the following powers to regulate traffic and parking temporarily and in times of emergency:
(1) 
In the case of fire, flood, storm, snow or other emergency, to establish temporary traffic and parking regulations.
(2) 
In the case of emergency or to facilitate public works or in the case of the conduct of processions and public events, to restrict or prohibit parking or traffic in limited areas for periods of not more than seven days.
B. 
Such temporary and emergency regulations shall be enforced by the Mayor and the police of the Borough in the same manner as permanent regulations. Any person who shall operate or park a vehicle in violation of any such regulation shall be liable to the penalty set forth in the law for such violation, and in case of any violation for which no specific penalty is set forth in the law, to a fine of not more than $50 and costs of prosecution, and in default of payment of such fine and costs, to imprisonment in the county jail for not more than 10 days. All vehicles in violation of the no parking declaration will be towed at the owner's expense.
C. 
The Mayor shall further have the power and authority:
(1) 
To direct the placing of official traffic equipment giving notice of the traffic and parking regulations in force in the Borough.
(2) 
To establish, change and abolish and to designate by appropriate markings or signs crosswalks, traffic lanes and parking spaces.
A. 
The Council, without enactment of a specific ordinance, may from time to time designate places upon the highways in the Borough on which, for a period of not more than three months, specified traffic or parking regulations, prohibitions or restrictions shall be in force and effect, and shall designate such locations by proper signs and markings. Such regulations, prohibitions and restrictions, during such limited period, shall be effective just as if they had been specified by ordinance.
B. 
Any person who shall violate any such regulation, prohibition or restriction shall, upon conviction thereof, be liable to the penalty set forth in the law or in any other section of this chapter or any other ordinance of the Borough for a violation of such nature, and in case of any violation for which no specific penalty is set forth in the law or elsewhere in an ordinance, to a fine of not more than $50 and costs of prosecution, and in default of payment thereof, to imprisonment in the county jail for not more than 10 days.
C. 
The purpose of this section is to allow for the test and experimental determination of the feasibility and desirability of permanent changes in the Borough ordinances regulating traffic and parking.
The police officers of the Borough are hereby given authority to direct traffic on the highways of the Borough and at intersections thereof.
The following intersections located in the Borough are hereby declared to be controlled by traffic control devices, and official traffic control devices shall be erected (or are hereby ratified and confirmed if heretofore erected) in such a position as to control traffic moving into and through the intersection in the directions hereby indicated. All vehicles approaching any intersection controlled by an official traffic control device shall obey such official traffic control device. Said traffic control devices include but are not limited to traffic control signals, devices controlling turns and signs controlling turns.

The speed limit on all streets within the Borough that are not numbered traffic routes and which are functionally classified by the Pennsylvania Department of Transportation as local highways shall be 25 miles per hour. The speed limit for numbered routes shall be 35 miles per hour. Nothing in this section shall prevent the Borough from setting lesser speed limits by ordinance pursuant to a traffic and engineering study as required by the Pennsylvania Vehicle Code (75 Pa.C.S.A. § 101 et seq.).
The following intersections located in the Borough are hereby declared to be stop intersections, and official stop signs shall be erected (or are hereby confirmed if heretofore erected) in such a position as to face traffic approaching the second-named street in the direction or directions hereby indicated. All vehicles approaching any stop intersection upon the first-named street in the direction or directions hereby indicated in each case shall come to a full stop, within a reasonable distance, before entering such intersection:
