A. 
After the installation of said parking meters, it shall be unlawful for the owner or operator of any motor or other vehicle to park between the hours of 9:00 a.m. and 5:00 p.m. on any day, except Sundays and the following holidays: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas, for more than the maximum time indicated on the dial of the parking meters, except in accordance with the provisions of this article regarding the rental of parking meters and the regulations adopted thereunder.
B. 
The following are designated as parking meter zones:
(1) 
Main Street, from Robinson Avenue to Broad Street, south side.
(2) 
Main Street, from Albion Hotel Alley to A Street, north side.
(3) 
Pennsylvania Avenue, from Harding Avenue to Schanck Avenue, south side.
(4) 
Pennsylvania Avenue, from Robinson Avenue to Schanck Avenue, north side.
(5) 
Railroad Avenue (one meter), west side.
(6) 
Robinson Avenue, from Main Street to Pennsylvania Avenue, both sides.
(7) 
Robinson Avenue, north of Pennsylvania Avenue, both sides.
C. 
Until meters are actually installed in the parking meter zones hereinbefore described, the parking of cars in said zones or in that part of the zone in which parking meters are not installed shall be limited to such parking time or parking limitations as has been fixed by other ordinances of the Borough of Pen Argyl.
On streets so designated, the proper officers shall cause parking spaces to be marked on the pavements or curbs, or by other appropriate measure, and in such space so marked, shall erect or cause to be erected a parking meter, which, upon the deposit of a coin or combination of coins of the United States indicated on the meters, will entitle the party parking his or her car to a limited time as indicated on the parking meter, which shall show the time when such period has elapsed.
A. 
In order that the police officers may properly compute the time during which a vehicle is parked, the owner or operator of said vehicle shall, upon entering such parking space during the time of limited parking, immediately deposit a coin or combination of coins of the United States in the parking meter situated at the side of said parking space and operate the same according to instructions thereon. Failure to do so shall constitute a violation of this article. Upon deposit of such coin or coins and placing the meter in operation, the parking space may be lawfully occupied by such vehicle during the period of parking time which has been prescribed for the particular amount deposited.
B. 
The parking meters, when installed and properly operated, shall be adjusted so that $0.25 in coin(s) may be deposited at any time throughout the maximum range of the meters, each $0.25 in coin(s) permitting the vehicle to be parked for a period of 60 minutes.
C. 
If such vehicle shall remain parked in any such parking space for such length of time that the meter shall indicate by proper signal that the lawful parking period has expired, such vehicle shall be considered as parking overtime, and the parking of vehicle overtime shall constitute a violation of this chapter.
D. 
Anything in the foregoing to the contrary notwithstanding, it shall be lawful for the owner or possessor of land abutting parking meter zones to enter into an agreement with the Borough to rent parking meters, to designate those meters which are rented and to thereby permit parking at those designated rented meters, other than under the provisions of this article, all of which shall only be done pursuant to regulations adopted by the Council of the Borough of Pen Argyl by resolution.
It shall be unlawful to park any vehicle across any line or marking designating a parking space or to park said vehicle in any way that the same shall not be wholly within a parking space as designated by said lines or markings.
It shall be unlawful to deposit or cause to be deposited in any parking meter a slug or substitute for a coin of the United States.
It shall be unlawful for any person to deface, tamper with, damage, open or willfully break, destroy or impair the usefulness of any parking meter installed under the terms of this article.
A. 
Any person violating any of the provisions of this article, except for § 103-23 thereof, shall, for each and every such violation, upon conviction thereof, be sentenced to pay a fine of $10 plus costs of prosecution and, in default of payment of such fine and costs, to undergo imprisonment for not more than five days.

B. 
Any person who shall violate any provision of § 103-23 of this article shall, for each and every violation, upon conviction thereof, be sentenced to pay a fine of not more than $50 and costs of prosecution and, in default of payment of such fine and costs, to undergo imprisonment for not more than 10 days.
C. 
Any person who shall violate any provision of § 103-21 of this article pertaining to the parking of any vehicle across any line or marking designating a parking space or to park said vehicle in any way that the same shall not be wholly within a parking space as designated by said lines or markings shall, for each and every violation, upon conviction thereof, be sentenced to pay a fine of not less than $10, plus costs of prosecution, and, in default of payment of such fines and costs, to undergo imprisonment for not more than five days. Anything in the foregoing not withstanding, any person violating § 103-21 of this article shall have the right to pay the sum of $5 for each and every such violation, provided that such payment of $5 is paid within seven days of the time of the violation, and provided that such payment of $5 is made as specified in the notice of the violation and without the necessity of the Borough seeking a conviction of such violation.
